Electrical safety regulations on emergency handling, investigation and handling of accidents

Chapter I General provisions

First in order to enhance electrical safety accident emergency handling, power safety accident investigation, control, mitigate and eliminate electrical safety accidents, this Ordinance is enacted.

Second power accidents referred to in these regulations refers to electricity production or effect of electric power system safe and stable operation or power supply incidents (including the effects of thermal power plant thermodynamic accidents of normal supply). Article under the electricity safety (hereinafter referred to as accidents) affect power system safe and stable operation, or power (thermal) extent of normal supply, accidents are divided into major accidents, fatal accidents, large accidents and accidents in General. Fourth State power regulators should enhance electrical safety supervision and administration, according to law, and improve incident response and investigation and handling of the system, organizing or participating in the investigation and handling of accidents.

Electricity regulatory body under the State Council and the State Council Energy Department and the other departments concerned, permissions for the local people's Governments and relevant departments in accordance with State regulations and procedures, organization, coordination and emergency handling involved in the accident.

The fifth electric power enterprises, consumers, and other relevant units and individuals shall comply with the electrical safety regulations, implementing accident prevention measures, to prevent and avoid accidents.

Relevant departments of the local people's Governments at or above the county level shall determine the important power user should be configured in accordance with the provisions of the electricity regulatory body under the State Council-owned emergency power and to strengthen safety management. (D) measures taken after the accident, the operation of power grids, generator set operation and control of accidents;

(E) other reports.

No unit or individual shall not intentionally destroy the scene of the accident, or forge, conceal or destroy evidence.

Chapter III accident emergency

14th after the accident, the electric power enterprises shall immediately take appropriate emergency measures, control the scope of the accident and prevent power systemic collapse and disintegration; accidents endanger the safety of persons and equipment, power plant and substation on duty in accordance with the relevant provisions, take immediate outage generators and power transmission equipment and other emergency measures.

Accident damage to electrical equipment, facilities, and related electric power enterprises shall immediately organize the repair.

15th according to the specific circumstances of the accident, power dispatch agencies can publish open or shut down generators, adjusting the generator active and reactive load, adjust the operation of power grids, adjust the supply control power dispatching commands, power plants, power users should be implemented.

(B) large accidents, fines of between 200,000 yuan and 500,000 yuan;

(C) the major accident, between less than 2 million Yuan and 500,000 yuan in fines;

(D) major accidents occur, fined not more than 2 million Yuan and more than 5 million Yuan.

31st Chief of electric power enterprise in pursuance of this Ordinance the 27th, 28th, 30th article by dismissal or criminal penalties, punishment date or within 5 years from the date of completion of penalty may not serve as any production and business operation entities primarily responsible.
