Railway safety regulations

Chapter I General provisions article in order to strengthen safety management of railway, railway safety and the smooth flow of transport, protection of the personal safety and property security, this Ordinance is enacted.

Article railway construction engineering survey, design, construction, supervision and procurement of construction materials and equipment shall be legal tender.

60th railway transport enterprise shall establish a sound check protection system of railway facilities, strengthen the routine maintenance and repair of railway facilities to ensure that facilities and equipment, good performance and safe operation of the railway.

Employees of the railway transport enterprises should be used according to the operating procedures, management of railway facilities and equipment.

61st on statutory holidays and traditional festivals, such as railway transport peak, or under adverse weather conditions, emergency management of railway transport enterprise shall take the necessary measures to strengthen rail transport security checks to ensure transport safety.

62nd a railway transport enterprise shall be announced in trains, railway stations and other places passengers and train staff, as well as other station personnel comply with safety regulations.

67th railway shippers for transport of goods, luggage, parcel shall not be any of the following acts:

(C) the carrier does not comply with safety regulations, may jeopardize the safety of railway transport of goods.

69th transport dangerous goods shall be in accordance with the laws and regulations and other relevant regulations of the State using a dedicated facility, the shipper shall be equipped with the necessary escorts and emergency response equipment and supplies, equipment, and always escorts under the supervision of dangerous goods; stolen, lost, leaks of dangerous goods shall be in accordance with the relevant provisions of the State reports in a timely manner.

Railway transport enterprises shall strengthen safety management, rational distribution of power supply and emergency power-owned.

If there are special circumstances affecting railway power supply, electric power and rail transport enterprises shall in accordance with their respective responsibilities timely repair, restore normal power supply as soon as possible.

76th railway transport enterprises shall strengthen food safety management in railway operations, compliance with laws and regulations on food safety management and other relevant regulations of the State, to ensure food safety.

77th Railway Safety Act prohibits the following hazards:

(A) unlawful, blocking the rail transport of block trains;

(Ii) disrupt rail transportation dispatching agency as well as the normal order of stations, trains;

(C) placed on a railway track, abandoned a barrier;

(D) the struck train;

(V) or move the rolling stock of the railway track, or allowed to open the train doors, illegal operation train emergency braking device;

(Vi) dismantling stolen, damaged or unauthorized mobile railway facilities, rolling accessories, stakes, protective equipment and safety signs;

(G) walk, sit or lie on a railway track or there is no crossing, the pedestrian underpass a railway track through;

(VIII) trespassing on railway lines closed areas or pedestrian rail bridge and tunnel traffic has not been set;

(IX) unauthorized opening and closing train truck valve, lid or damaged seal;

(J) the container in the permission to open the train doors, damaged tank, valve, cover or seal;

(11) without loosening or dismantling, moving, train in the freight loading reinforcement materials, devices and equipment;

(12) the drilling vehicle, Bache, jumping;

(13) from throwing debris on the train;

(14) smoke in the train or other trains of smoking in non smoking areas;
