Construction, product quality supervision and other relevant administrative departments for industry and commerce administration staff in fire control work in the abuse of power, negligence, malpractice, does not constitute a crime, he shall be subject to punishment.

72nd in violation of the provisions of this law, to constitute a crime, criminal responsibility shall be investigated according to law.

Seventh chapter supplementary articles article 73rd this law, the meanings of the following terms: (a) fire-fighting facilities, refers to the automatic fire alarm system, an automatic fire extinguishing system, fire hydrant system, smoke exhaust system and emergency broadcasting and emergency lighting, safety evacuation facilities.

(B) fire protection products, is dedicated to fire prevention, fire-fighting and rescue, refuge, escape and fire protection products.

(C) places of public gathering refers to hotels, restaurants, shopping malls, markets, passenger station waiting room, ferry houchuanting, civilian airport terminal, stadiums, halls and public places of entertainment, and so on.

(D) personnel-intensive place, refers to public gathering places, hospital outpatient service building, Ward, the school's teaching building, library, dining hall and dormitories, nursing homes, welfare homes, nurseries, kindergartens, public library reading room, public exhibition, exhibition hall of the Museum, labour-intensive production and processing plant and employee dormitories, tourism, places of worship, and so on.

74th article this law shall enter into force on May 1, 2009.
