Chapter I General provisions

First in order to guarantee universal postal service, strengthen the supervision and management of postal markets, maintenance of postal communication and information security, protecting freedom and privacy, protect user interests, promote healthy development of postal industry, meet the needs of economic and social development and people's life, this law is enacted.

(E) promote cults or superstition;

(Vi) to spread terrorist information, obscenity, gambling, or abetting crime;

(VII) other contents prohibited by laws and administrative regulations.

38th no unit or individual is allowed to any of the following acts:

(I) disturbance to normal postal place order;

Compensation for loss of the fifth chapter

Sixth chapter express business

(Vi) other conditions stipulated by laws and administrative regulations.

Violations of the provisions of the preceding two paragraphs, resulting in personal injury or property damage, shall bear the liability for damages.

Postal enterprise, express companies operating international delivery business, as well as international postal articles posted by users, violation of the People's Republic of China Customs law and other relevant laws, administrative laws and regulations, in accordance with the provisions of the relevant laws and administrative regulations.

Postal, courier enterprises in China have violations of the provisions of the preceding paragraph, does not constitute a crime, by the postal authorities ordered corrective action and confiscate the illegal gains and fines of between 5,000 yuan and 10,000 yuan.

77th postal enterprises, the courier company refuses or obstructs the implementation supervision and inspection according to law, does not constitute a crime, they shall be given administrative penalties for public security; the express delivery companies, postal authorities also ordered closed until its express business license revoked.

78th postal enterprises and its practitioners, express delivery companies and their employees in business activities endangering national security, shall be investigated for legal responsibility for express delivery companies, and by postal authorities revoked its express business license.

Message refers to the postal enterprise to deliver letters, parcels, money orders, newspapers, periodicals and other printed matter.

Express mail, refers to the express companies deliver letters, parcels, printed matter, and so on. The letter refers to letters and postcards.

Refers to the form in accordance with the letter names and addresses delivered to specific individuals or units of sealed carriers of information, not including books, newspapers, periodicals, etc.

Package, is in accordance with name and address on the package is delivered to a specific individual or unit separately packaged goods, not exceeding 50 kilograms in weight and size on either side of not more than 150 cm, total length, width and height does not exceed 300 cm.

Ordinary mail, refers to the postal receipts in case of sending and posting, does not require the recipient to sign the message.

Postal facilities, is used for providing postal services postal business premises, mail processing sites, mail boxes (boxes), postal kiosks, post-office boxes.

Mail processing places, refers to the postal enterprises earmarked for mail sorting, sealing, storage, Exchange and transfer, posting and other activities of the place.

International postal articles, refer to People's Republic of China territory and other countries or between users of the delivery of parcels and printed matter.

Outside the company except as provided in the preceding paragraph, before the promulgation of this law by law to register with the Administrative Department for industry and commerce business express business enterprises, do not have the business express business requirements stipulated by this law, shall be reached within the period specified by the postal administration under conditions laid down in this law, late does not meet the conditions provided for in this law shall continue to operate express services.

86th of provinces, autonomous regions and municipalities should be based on the actual situation of the region, develop specific approaches to support post to provide universal postal services. 87th article this law shall enter into force on October 1, 2009.
