Chapter I General provisions

First in order to strengthen the agricultural extension work, promoting agricultural science and technology to agricultural production, enhance the support capability of science and technology, promoting sustainable development of agriculture and the rural economy and the realization of agricultural modernization, this law is enacted.

Second agricultural technology in this law refers to used in farming, forestry, animal husbandry and fisheries scientific research and applied technology, including:

(A) seed-breeding, cultivation, fertilization and farming techniques;

(B) biological control of plant pests, animal diseases and other harmful technologies;

(C) agricultural harvest, processing, packaging, storage, transport technologies;

(D) the safe use of agricultural inputs, and agricultural products quality safety technologies;

(E) farm irrigation, rural water supply and drainage, soil improvement and conservation techniques;

(F) the mechanization of agriculture, agricultural aviation information technology, agro-meteorology and agriculture;

(G) agricultural disaster prevention and reduction in agricultural resources and agricultural ecological security and rural energy development and utilization technology;

(VIII) other farming techniques.

Agricultural technology extension in this law refers to experiments, demonstrations, training, mentoring, and consulting services, applied to agro-technical popularization of agricultural prenatal, delivery and postnatal activities throughout the process.

Third countries support agricultural extension, agricultural technology popularization and application, development of high-yielding, high quality, efficient, ecological and safe agriculture.

Article fourth of agro-technical popularization should be guided by the following principles:

(A) conducive to the sustainable development of agriculture and the rural economy and increase farmers ' income;

(B) respecting the will of agricultural labourers or agricultural production and operation organizations;

(C) in line with local conditions, through tests and demonstrations;

(D) promotion of public welfare promotion and operation of category management;

(E) taking into account economic and social benefits, pay attention to ecological benefits.

Fifth the State encourages and supports staff development, popularization and application of advanced agricultural techniques, encourage and support agricultural labourers or agricultural production and operation organizations apply advanced agricultural technology.

The State encourages the use of modern information technology and other advanced means of communication, popularization of agricultural scientific and technical knowledge, innovative ways and means of promoting agricultural technology, improve the efficiency of extension.

Sixth the State encourages and supports the introduction of foreign advanced agricultural technology, and promote international cooperation and exchanges of agro-technical popularization.

Article people's Governments at various levels shall strengthen the leadership of agricultural extension work, organize the relevant departments and units to take measures to raise the level of agricultural extension services, promote the development of agro-technical popularization.

Eighth to make contributions in agricultural extension work units and individuals shall be rewarded. Chapter II agricultural technology extension system

Article tenth of agro-technical popularization, State agricultural extension agencies and agricultural research institutes, schools, farmers ' specialized cooperatives, agricultural enterprises, mass organizations of science and technology, a combination of farmer technicians, extension system.

State shall encourage and support the supply and marketing cooperatives, other enterprises, institutions, social organizations and all members of the scientific and technical personnel, agricultural technology extension service.

11th National agro-technical popularization setups in the public service at all levels, perform the following public duties:

(A) the introduction of the people's Governments at all levels to determine key agricultural technologies, experiments, demonstrations;

(B) plant pests, animal diseases and agricultural disaster monitoring and forecast and prevention;

(C) agricultural production in the course of inspection, testing, monitoring and advisory services;

(D) agricultural, forest, agricultural ecological security and agricultural inputs using the monitoring services;

(E) water resource management, flood control and drought relief and water conservancy construction and technical services;

(F) public information and agricultural technology in agricultural education and training services;

(VII) other duties stipulated by laws and regulations.

12th in accordance with reasonable and focused on principles of County characteristic agricultural, forest, and water distribution and water facilities, and so on, according to local conditions to set national agro-technical popularization setups, County, town or region.

National agricultural extension system in villages and towns, and County agricultural extension services management can be implemented or township people's Government, and County agricultural extension Department operational guidance system, determined by the people's Governments of provinces, autonomous regions and municipalities.

Staffing of the 13th National agro-technical popularization setups shall, according to the service area of breeding size, scope of services and tasks, and to determine and guarantee the fulfilment of public duties. 14th professional and technical personnel of the national agro-technical popularization setups shall have the appropriate professional and technical level, meets the job requirements. National agro-technical popularization setups hired new professional and technical personnel, should have a college degree in related, and by relevant departments of the people's Governments above the county level to organize professional and technical level of assessment.

Autonomous counties, townships and even impoverished area of the State, approved by the relevant departments of the people's Governments of provinces, autonomous regions and municipalities can engage with a college degree or relevant professional staff or other personnel with appropriate professional and technical level. Countries to encourage and support for College and university graduates and technicians to work in grass-roots agricultural technology extension.

People's Governments at various levels shall take measures to attract talents, enhance and strengthen grass-roots agricultural technology extension team. 15th State shall encourage and support agricultural technology service sites and peasant technical personnel of agro-technical popularization.

On peasant technical personnel to assist in public agricultural extension activities, in accordance with the provisions of subsidies.

Farmer technician through examination and qualifying, corresponding titles can be granted in accordance with the relevant provisions, and issue a certificate.

National agro-technical popularization setups shall strengthen the agro-technical services site and peasant technical personnel of guidance.

Villagers committees and village economic collectives shall promote and help agro-technical services site working and peasant technical personnel.

16th agricultural research institutions and schools should adapt to the needs of rural economic development, development and promotion of agricultural technology, and speed up the application of advanced technology in agricultural production.

Agricultural research institutions and schools should be technologists to undertake agricultural extension work of performance assessment and professional evaluation of important content.

17th State encourages farming, forest, pastures, fisheries, water management unit, community-oriented agricultural extension services.

18th the State encourages and supports the development of rural Special Technology Association and other mass organizations of science and technology, to play its role in agro-technical popularization.

Chapter III promotion of agricultural technology and application

Article 19th major agricultural technologies should be included in national and local development planning, planning, in conjunction with the science and technology of agricultural technology extension and related departments in accordance with their respective responsibilities, coordination, organization and implementation.

20th agricultural scientific research units and schools should be technical issues to be solved in agriculture research, scientific research can be conducted through the agro-technical popularization unit concerned to promote directly to agricultural labourers or agricultural production and operation organizations or promotion.

National leading agricultural research institutions and schools to carry out public agricultural extension services.

21st to agricultural labourers or agricultural production and operation organizations promoting agricultural technology must be in the promotion area after tests proved to be advanced, serviceability and safety.

22nd State shall encourage and support agricultural labourers or agricultural production and operation organizations involved in agro-technical popularization.

Agricultural labourers or agricultural production and operation organizations in the application of advanced farming techniques in the production, the relevant departments and units should be in technical training, money, supplies and sales support.

Agricultural labourers or agricultural production and operation organizations apply agro-techniques on voluntary basis, no unit or individual may force.

Promotion of agricultural technologies, you should select qualified farmers, region or project, application and demonstration.

Article 23rd County, town agro-technical popularization setups shall organize agricultural scientific and technological knowledge in agricultural labourers to learn and improve their ability to apply agro-techniques.

Education, human resources and social security, agriculture, forestry, water conservancy, science and technology sectors such as agricultural research should be supported and related school activities on agricultural technology promotion of vocational and technical education and technical training, improve the technical quality of agricultural technology extension workers and agricultural labourers.

National social forces are encouraged to undertake training in agricultural technology.

25th State to encourage and support farmers ' specialized cooperatives, agricultural enterprises, take a variety of forms, relating to the application of advanced agricultural technology for farmers to provide technical services.

26th State shall encourage and support agricultural commodities and advantages characteristic agricultural demonstration areas focusing on agricultural production, demonstration area to play the leading role of agro-technical popularization, promotion of development of agricultural industrialization and the construction of modern agriculture.

27th at all levels shall purchase services or any other means can be taken to guide social forces to participate in public agricultural extension services.

People's Governments at all levels should guarantee funds for agricultural technology extension in the fiscal budget, and according to the provisions of the Fund grows. In counties, towns, villages engaged in professional title evaluation of agro-technical popularization work should be to evaluate the promotion of business skills and performance.

30th people's Governments at various levels shall take measures, national agro-technical popularization setups be required experiment and demonstration sites, Office space, extension and training facilities and equipment, and other working conditions.

Local people's Governments at various levels shall guarantee national agricultural extension system of experiment and demonstration sites, means of production and other property from infringement.

Township of the county agricultural extension Department management personnel of the national agro-technical popularization setups, the business assessment, job hiring and promotion, should fully hear the views of the service area of the township government and services.

Township people's Government, and County agricultural extension Department operational guidance of township officers of the national agro-technical popularization setups, business appraisal, job recruitment and promotion should be fully listened to local county agricultural extension Department and customer's opinions.

Article 33rd of agro-technical extension services, can enjoy the state-mandated tax, credit and other incentives.

The fifth chapter legal liability

Article 34th people's Governments at all levels and staff perform their duties in accordance with the provisions of this law, the directly responsible person in charge and other direct liable persons shall be given administrative sanctions.

35th National agro-technical popularization setups and their staff did not perform their duties in accordance with the provisions of this law, a rectification by the competent authority, criticized; directly responsible in charge and other direct liable persons shall be given administrative sanctions.

36th in violation of the provisions of this law, to agricultural labourers, agricultural production and operation organizations promote untested proved to be advanced, suitability, or safety of agricultural technology, resulting in the loss shall bear liability.

37th in violation of the provisions of this law, forced agricultural workers, agricultural production and operation organizations applied agricultural technologies, resulting in the loss shall bear liability.

38th in violation of the provisions of this law, interception or misappropriation of funds for agricultural technology extension to the direct responsible person in charge and other direct liable persons shall be given sanctions constitutes a crime, criminal responsibility shall be investigated according to law.

The sixth chapter supplementary articles 39th article of the law come into force on the date of promulgation.
