The Board of Government of the Republic of Chile has given its approval to the following Draft Law Article 1. The erection of three monuments by popular subscription, one in memory of Admiral Don Carlos Condell de la Haza, in the town of Punta Gruesa; another in memory of Lieutenant Colonel Don Eleuterio Ramírez Molina, in Quebrada de Tarapaca and a third in memory of Don Rafael Sotomayor Baeza, in Pisagua. Article 2 °.-The expenditure that requires the application of this law shall be financed by the performance of two public collections for each monument in the years 1991 and 1992, throughout the territory of the Republic, on the dates determined by the commissions Special provisions referred to in Articles 3 and 4. The funds that are obtained from these collections, for the respective monuments, will be deposited in separate special accounts that will be opened to the effect, at the Banco del Estado de Chile. Article 3.-Create a Special Commission ad honorem in charge of the execution of the purpose of this law, regarding the monument in memory of Don Carlos Condell de la Haza, which will be formed by the Mayor of Iquique, who will preside over it; a Representative of the Commander-in-Chief of the Navy; an architect appointed by the Ministry of Public Works; the President of the "Admiral Carlos Condell" Foundation, and the Vice President of the Council of National Monuments. Article 4 °.-Create a Special Commission ad honorem in charge of the execution of the objectives of this law, regarding the monuments in memory of Don Eleuterio Ramírez Molina and of Don Rafael Sotomayor Baeza, which will be formed by the Mayor of Huara, who will preside over her; a representative of the Commander in Chief of the Army; a representative of the Commander-in-Chief of the Navy; an architect appointed by the Ministry of Public Works and the Vice President of the Council of National Monuments. Article 5.-The functions of each Special Commission shall be as follows: (a) Call for public competition of projects, establish their bases and conditions and resolve them, and determine the location of the or the monuments in their case. (b) Propose the dates and organise the performance of the public collections referred to in Article 2. (c) to receive, invest and administer the funds deposited in the respective special accounts referred to in Article 2, and the resources referred to in Article 7 ° in accordance with the objectives of this law; General of the Republic. Article 6.-The grounds that each Special Commission chooses for the location of the corresponding monuments or monuments and authorize the Municipality of Iquique and the Municipality of Huara, where appropriate, to expropriate them, shall be declared public utility. Article 7 °.-The Law on Budgets for the year 1991 will consult the necessary funds to pay for the expropriations to be made.
