ESTABLISHES RULES ON THE ENTRY OF FOREIGN TROOPS INTO THE TERRITORY OF THE REPUBLIC AND THE DEPARTURE OF NATIONAL TROOPS FROM OUTSIDE THE REPUBLIC. 1990, the entry of foreign troops into the territory of the Republic, as well as the departure of national troops out of it, will be governed by this law. Article 2 °.-The entry of foreign troops into the territory of the Republic shall be authorized by supreme decree signed by the President of the Republic, issued through the Ministry of National Defense, prior to the Ministry of Foreign relations and the corresponding National Defense Institutions. The supreme decree authorizing the entry of troops must fix the object and modalities thereof. The reports referred to in the first subparagraph shall be evacuated within 10 days from the date of their request, after which, without being issued, they may be dispensed with. If the entry obeys the celebration of national ephemerides, travel of instruction or logistics, acts of international courtesy or fulfillment of agreements of military exchange, the authorization will be given by resolution of the Minister of Defense National. Article 3 °.-The entry of foreign warships into waters subject to the national jurisdiction and foreign military aircraft in the airspace over the jurisdictional waters and the territory of Chile shall be governed by the legal and internal regulations, by international treaties ratified by Chile, which are in force and by international reciprocity. Article 4 °.-The departure of national troops outside the territory of the Republic shall be authorized by a supreme decree signed by the President of the Republic, issued by the Ministry of National Defense, prior to the report of the Institutions of National Defense that correspond. In the decree referred to in the preceding paragraph, the object of the departure of the troops shall be fixed and the report shall be applied to the rule in the third indent of Article 2. If the exit is intended to participate in celebration of ephemerides, travel of instruction or logistics, acts of international courtesy or fulfillment of agreements of military exchange, the rules regarding the Commissions in the Foreign nationals established in the Staff Regulations, serving as a sufficient authorization for the decrees which are available to them. Article 5.-The authorization referred to in this law shall not be necessary when the national troops move from one point to another of the territory of the Republic, using waters or air spaces not subject to the national jurisdiction. Article 6.-The authorizations granted under this law shall indicate the length of time of the same and shall be communicated to the Senate and the Chamber of Deputies for their knowledge. The communication referred to above shall not be necessary in the cases provided for in Article 4 (3).
