Article 1.-Introducense the following modifications in the law N ° 19.040: to) replaced article 4 ° by the following: "article 4.-purchased vehicles must be destroyed and sold as scrap metal or disposed through a public bidding process, by the State Directorate of supply." All vehicles must be subjected to a special technical review, in order to classify it in any of the following categories: 1) vehicles suitable for the public and paid transportation of passengers; (2) vehicles suitable for casual and private transport of people, 3) vehicles suitable for circular, but not for the transport of persons, and 4) vehicles which should not move.
((Category 1 vehicles), offers equal, will be set in accordance with the following order of precedence: to) the entrepreneur with transports that deliver, in total or partial payment of the price, one or more vehicles of collective transport in service, model of previous year to which acquired, and b) to the person who is obligated to use it to establish a rural non-existent public transport service or rural businessman who intended to increase the frequencies currently offered or to extend its service to points which are not served.

(Category 3 vehicles) and category 1) and 2) that is not been alienated, sold, with priority to companies of firefighters, according to the order of priority established in the preceding paragraph, being prohibited its use for the transfer of persons. The remnants of vehicles remaining unsold just may be alienating the institutes or technical and vocational schools, for purposes exclusively pedagogical, being expressly prohibited their movement on roads, streets and public places.
((Category 4 vehicles) and category 1), 2) and 3) that has not been sold only to institutes or technical and vocational schools, for exclusively educational purposes may alienate unarmed, in such a way, that may not be used as vehicles for sale in the form of parts, parts and used auto parts.
