"Sole article.-replacements subparagraphs second, third and fourth of article 92 of the Decree Law No. 1, 1982, by the Ministry of mines, General Law of electrical services, by the following:"If within a period equal to or less than 6 months, electricity rates for residential, urban and rural users, registered a real increase in accumulated, equal to or greater than 5% " , the President of the Republic, by means of Supreme Decree founded issued through the Ministry of economy, development and reconstruction, which must be signed, in addition, by the Minister of finance, may establish a grant transitional payment of consumption of electrical energy that will favour to residential users with limited resources, qualified as such through the family tab respective or the instrument which will replace it , which are daily in payment of accounts for concept of consumption, whose monthly amount, duration, beneficiaries, granting and payment procedure and other rules necessary, will be determined in the referred decree.

The grant referred to in the previous paragraph, will be discounted for concessional public distribution service companies to their respective clients beneficiaries of subsidy. On the ballot that extends the user, must indicate separately total price of benefits, the subsidized amount and the amount payable by the user.

Once made discounts referred to in the preceding paragraph, concessional public distribution service companies must prove before the Superintendency of electricity and fuels the discounted amounts, purposes authorizing this payment of the respective amount through exempt resolution, that will be sufficient title for the General Treasury of the Republic to proceed to payment to these enterprises.
