"Article 1.-the owners and mere holders of real estate that operate kindergartens, whose buildings or extensions have been built prior to December 31, 2008, with or without a building permit and who are final acceptance, may, within the period of two years from May 1, 2009, submit application and history of regularization of the status of the property.
For such purposes, shall file with the respective municipal works address, a request for permission and receiving simultaneous, accompanied by the following documents, in charge of the person concerned: to) location map, plant architecture of the flats, flat structures and report on the State of conservation of the building and its facilities, all of which must be signed by a competent professional;
(b) certificate of current domain of the property in which is located the construction or expansion;
(c) technical report of a professional architect or civil engineer, about the good structural and constructive condition of the building and the lack of physical risk to users;
(d) environmental hygiene certificate issued by the competent health authority;
((e) description of electricity, drinking water, sewer and gas facilities, if appropriate, by a competent professional, and f) review of a competent professional general conditions of fire safety and evacuation of people.
Subject as provided in the preceding subparagraphs, the buildings must comply with the following requirements: 1. that there have been, prior to publication of this law, claims of residents directly affected by breach of planning regulations.
2 that have been met safety standards against fire of the General town planning and constructions Ordinance, and 3-which are not located in risk areas, or in areas declared of public utility by the instrument of territorial planning.
