LAW NO. 20,272 AUTHORIZES THE CONSTRUCTION OF A MONUMENT IN MEMORY OF HIS HOLINESS JOHN PAUL SECOND, IN THE CITY OF VIÑA DEL MAR Having present that the National Congress has given its approval to the following bill, originating in a motion Roberto Sepulveda Hermosilla, Francisco Chahuan Chahuan, Sergio Ojeda Uribe, and Eduardo Saffirio Suarez. Bill: Article 1.-Authorize to erect a monument in memory of His Holiness John Paul II, in the city of Vina del Mar. Article 2.-The work will be financed through popular services, obtained through public collections, donations and other contributions. Public collections shall be carried out on the dates determined by the Special Commission established pursuant to Article 4 (2), in coordination with the Ministry of the Interior. Article 3.-Create a Fund with the purpose of receiving the erogations, donations and other contributions that are indicated in the previous article. Article 4.-Create a Special Commission ad honorem, charged with executing the objectives of this law, which will be constituted by a Senator and a Deputy, representing in the National Congress the commune of Viña del Mar, designated by their respective Chambers; the Bishop of the Diocese of Valparaiso; the Mayor of the commune of Viña del Mar and the Vice President of the Council of National Monuments. The Commission shall elect a President from among its members and the quorum for meeting and adopting agreements shall be that of the majority of its members. Article 5.-The Commission shall have the following tasks: (a) Call for public tenders for projects for the work, lay down their bases and resolve them. (b) to determine the date and the manner in which the public collections will be carried out, as well as to carry out the legal procedures intended for them to be carried out. c) Determine the location of the monument, in coordination with the Municipality of Viña del Mar, proposing that, as far as possible, be deployed in the sector of Rodelillo, where Pope John Paul II celebrated the Mass dedicated to the family, on April 2, 1987; to provide and monitor its construction, subject to compliance with the provisions of Article 18 of Law No 17.288, on National Monuments. (d) to administer the Fund set up by Article 3 and to open a special current account for its management. Article 6.-If, at the end of the construction of the monument, surplus surpluses are received, they shall be intended to be determined by the Special Commission. Article 7 °.-The monument must be erected within three years, counted from the publication of this law. If the time limit has expired without the work being carried out, the resources obtained up to that date by way of reruns shall be applied to the charitable objectives which the Commission establishes ... And because I have had to approve and sanction it; therefore, promulgate and take effect as the Law of the Republic.
