Sole article.-changed the policy of the Constitution, as follows: 1. Replace subparagraph first of article 15, by the following: 'article 15. In the popular vote, the suffrage will be personal, equal, secret and voluntary. "."

2.-amending article 18, in the manner that follows: to) paragraph first, delete the comma (,) located between the coordinating conjunction "and" and the verbal form "will guarantee", and added, following the separate dot (.), that happens to be followed dot (.), the following sentence: "such law shall also establish a system of funding, transparency, limit and control election spending.".
