"Article 1.-empower the Treasury to transfer to municipalities of the country, a one-time amount of $20.000.000.000 (twenty billion pesos), to provide resources to help them face the higher costs that have due assume this year due to the economic crisis."
The amount of resources that will be up to each municipality shall be determined according to the following criteria and categories: to) twenty percent, according to the proportion of poor people in each commune, in relation to the amount of the country's poor people.
(b) 15%, for municipalities whose human capital is equal to or less than two hundred.
(c) a 20%, for municipalities whose human capital is higher than two hundred e less than or equal to five hundred.
(d) a forty five per cent, for whose human capital exceeds five hundred municipalities.
((The total amount which will correspond to each municipality in the categories indicated in literals b), c) and (d)), will be distributed in proportion to the amount of its human capital, in relation to the total of the human capital of the respective category.
For the purposes of this Act, be understood as human capital to the sum of the total of municipal officials teaching endowment of each municipality provided by the Ministry of education.
The application of the aforementioned criteria shall be carried out on the basis of the data obtained from the survey of national socio-economic characterization (CASEN) and municipal information available in the Secretariat for Regional development and administrative of the Ministry of the Interior.
By Decree of the Ministry of the Interior, issued under the formula "by order of the President of the Republic", which takes also the signature of the Minister of finance, the amounts that will be transferred to each municipality, according to the procedure of calculation referred to in this article shall be determined.
