"Article 1.-set up, starting January 1, 2010, for plant personnel and contract from the internal revenue service an annual bonus linked to the quality of the service provided to users and contributors, which will be evaluated by an external entity to the service, in accordance with the procedure laid down in paragraph 5 of article 3 of this law."
That bonus will correspond to the staff which is in service in the institution to the date of payment of the respective contributions of the bonus.
