Bearing in mind that the National Congress has given its approval to the following bill originating in a Motion of the Honorable Senator Alejandro Navarro Brain. Bill: " Article 1.-Authorize to erect a monument in the city of Santiago, in memory of Mr. Luis Emilio Recabarren. Article 2.-The works will be financed through popular services, obtained through public collections, donations and other private contributions. The public collections referred to in the preceding paragraph shall be made on the dates determined by the special commission referred to in Article 4, in coordination with the Regional Intrends. Article 3.-Crease, in the Metropolitan Region of Santiago, a fund intended to receive the erogations, donations and other contributions mentioned in the previous article. Article 4.-Crease, in the Metropolitan Region of Santiago, a special commission, composed of members ad honorem, charged with executing the objectives of this law, which will be constituted by:-The Senators of the Metropolitan Region of Santiago. -A representative of the Metropolitan Chapter of the Chilean Association of Municipalities. -A representative of the Council of National Monuments. -A representative of the College of Architects of Chile A.G. -A representative of the Communist Party of Chile. -A representative of the United Workers ' Union (CUT). The commission will elect a president from among its members, will operate in the city of Santiago, and the quorum to hold and adopt agreements will be that of the majority of its members. Article 5.-The commission shall have the following functions: (a) determine the date and the manner in which the public collections referred to in Article 2 are to be carried out, as well as to carry out the necessary steps for its implementation. b) To determine the location of the monument, in coordination with the Metropolitan Chapter of the Chilean Association of Municipalities and the Council of National Monuments, and to have and to supervise its construction, after compliance with the provisions of the Article 18 of Law No. 17.288 on National Monuments. (c) Call for public competition of projects for the execution of the works, establish their bases and resolve them. d) Manage the fund created by Article 3. e) Open a special current account to manage the fund.
