LAW NO. 20,622 AUTHORIZES ERECIR MONUMENT IN MEMORY OF DON EUGENIO MARCOS HEIREMAS DESPOUY Having present that the H. National Congress has given its approval to the following bill originating in a Motion of the Honorable Senators Eduardo Frei Ruiz-Tagle, Baldo Prokurica Prokurica and Andres Zaldivar Larrain, and former Senators Andres Chadwick Piñera and Pablo Longueira Montes. Bill: " Article 1.-Autorizase erect a monument in the commune of Las Condes, in memory of Don Eugenio Marcos Heiremans Despouy. Without prejudice to the foregoing, the Heiremas family may agree that the monument is erected in conjunction with the monuments of Don Ernesto Ayala Oliva and don Hernan Briones Gorostiaga. Article 2.-The works will be financed by means of funds, obtained from donations and other private contributions. Article 3.-Create, in the Metropolitan Region, a fund to receive the services, donations and other contributions mentioned in the previous article. Article 4.-Create, in the Metropolitan Region, a special commission, composed of members ad-honorem, charged with executing the objectives of this law, which will be constituted by:-A Senator appointed by the Senate of the Republic. -a Member of Parliament appointed by the Chamber of Deputies. -The mayor of the commune where the monument is erected or who represents it. -A representative of the Heiremans family. -Two representatives appointed by the Fril Fomento Society. -A representative of the Chilean Security Association. -A representative of the Institute of Engineers of Chile. -A representative of the Council of National Monuments. -A representative of the College of Architects of Chile. At the event that the monument is erected in conjunction with the monuments of Don Ernesto Ayala Oliva and Don Hernan Briones Gorostiaga, they will have to integrate the special commission, together with the aforementioned members, a representative of the family Ayala and a representative of the Briones family. The commission shall elect a chairman from among its members, it shall operate on the premises which the commission shall agree upon for such purposes, and the quorum for sessioning and adopting agreements shall be that of the majority of its members. Article 5.-The commission will have the following functions: a) To determine the location of the monument, in coordination with the Municipality that corresponds, according to the commune of the Metropolitan Region where the monument and the Council of National monuments, and to dispose and supervise their construction, prior to compliance with the provisions of article 18 of Law No. 17.288, on National Monuments. (b) Call for public competition of projects for the execution of the works, establish their bases and resolve them. (c) Manage the fund set up by Article 3 (d) to open a special current account to manage the fund. Article 6.-If the monument has been completed after the end of the relocations received, they shall be intended for the purpose of the commission to determine.
