"Article 1.-for all the effects of the provisions of the decree with force of law No. 430, of the Ministry of economy, development and reconstruction, promulgated in 1991 and published the year 1992, which sets the text revised, coordinated and systematized law No. 18.892, General Law of fisheries and aquaculture, will not be considered during the period of two years from the entry into force of the Declaration of a State of catastrophe effected in accordance to the" in Supreme Decree No. 104 of the Ministry of the Interior, promulgated and published in 1977, which sets the text revised, coordinated and streamlined title I of law No. 16.282, omission of extractive fishing activity incurred by fishermen, fishing authorizations, permits and tradable fishing license holders and the respective vessels registered in the record corresponding to the time of the occurrence of the disaster and as a result of the same.

For purposes of the provisions of the preceding paragraph, designated subjects must have operated during the two years prior to the aforementioned Declaration of State of catastrophe, which will be checked by compliance with reporting obligations referred to in article 63 of the General Law of fisheries and aquaculture.
