Article 1.o Agréguense, following Article 135 of the Mining Code, the following new articles:
" Art. 135 a. If, for any reason, the patent is no longer payable for two consecutive periods, the mining property shall be irrevocably expired, by the Ministry of the Law only, by ceased the effects of the inscriptions in force. The expiry date shall be on 31 March of the year in which the two periods in which the patent is no longer paid are met.
" Art. 135 b. The same offices referred to in Article 135, and within the period specified in it, shall pass to the Civil Court of the highest amount of the department, or to the duty officer, where there are several, a payroll of the mining properties which paid the patent, with the specification of the names of the mine, the owner and the amount paid.
The judge, ex officio, will order that the payroll, within three days, be made in the Register of the Mines Conservative.
It is presumed that the belongings that are not included in this payroll have not paid for the patent.
The Conservative shall, ex officio, in the Register, cancel the registrations of the memberships which have expired, in accordance with Article 135 a ".
