The National Congress has given its approval to the following bill: "Article 1" Create the "Chilean Mutual Confederation", a corporation that will be formed by the institutions of the State of Chile. the mutual benefit of the country which has legal personality or which they obtain in the future. The Confederation shall be governed by the provisions of this Law and by the Rules of Procedure of the President of the Republic. The President of the Republic may amend this Regulation at the request of the Chilean Mutual Confederation. The domicile of this corporation will be the city of Santiago. Article 2 ° The Confederation will have the object of studying and solving the problems of Chilean mutualism, representing it before the Public Powers in the organization of national or foreign conferences, obtaining its representation in the councils of public or state bodies, charging, perceiving and investing in accordance with the provisions of this law the funds that are legally available to them, and in general, to undertake initiatives for the benefit of mutual relief institutions. It will also be up to the Confederation to monitor the functioning of mutual aid institutions and the organisation and maintenance of the National Registry of Mutual Entities. From the organizations of the Confederation Article 3 ° The organizations of the Confederation are: a) The National Mutual Congress; b) The National Executive Council; c) The Provincial Federations, and d) The Departmental Councils. Article 4 ° The maximum institution of the institution is the National Mutual Congress, which shall meet every three years at the headquarters and date which it determines, in order to study projects of interest to its members, to supervise the work of the Council. Executive, approve and reform the internal regulations, elect the members of the National Executive Council and, in general, deal with the subjects included in the call. The Regulation of this Law shall determine the representation of each mutualist organization in the National Mutualist Congress and persons entitled to attend and the form of their designation, as well as the quorum and form Vote. Article 5 ° The National Executive Council shall have its seat in Santiago and shall exercise all the executive powers of the Confederation and shall be composed of the Directors that indicate the Rules of Procedure, which shall be elected by the National Congress. Article 7 ° The Provincial Federations shall be constituted in the capitals of provinces in which there are at least five institutions of mutual socorros with legal personality. The Federations will have jurisdiction over all the mutual institutions of the respective province. Their composition, duties and duties shall be determined in the Rules of Procedure of this Law. Article 8 ° The departmental councils will exist in the departments that do not host federations, and whenever there are at least two institutions of mutual socorros, with legal personality. Article 10 The current real estate owned by the Confederation and those it acquires in the future will be exempt from the payment of the territorial contribution. Article 11 ° REPEALED |! | |! | Article 12 ° The Confederation that by this law is created will be the legal continuator of the current Chilean Mutual Confederation and will take charge of its assets and liabilities. Article 13 ° The Chilean Mutual Confederation will be represented in the Council of the Housing Corporation. This adviser will be appointed by the President of the Republic within a term to be proposed by the National Executive Council. Article 14 ° The Budget of Expenditure of the Nation will consult annually the sum of twenty thousand escudos in favor of the Confederation of Chile, which will be financed with the product of the increase of the rates and the rights of the postal correspondence and telegraphic approved by decree of the Ministry of the Interior 1,791 dated October 2, 1962. In addition, the Budget will consult, for one time, the sum of ten thousand escudos intended to finance the erection of a public monument in Chillán, to the memory of the first President of the "The Union Craft Society" of this city, Don Eduardo Andrade and the group of founders who accompanied him. Article 15 ° Authorize the erection of a monument to Don Victorino Lainez, in the city of Santiago and, in Concepción, to Don Lorenzo Arenas, both leading mutual leaders. Two composite commissions, one, by the Mayor and the Mayor of Santiago and the Presidents of the Confederation of Chile and the Union of the Tipographers, and the other by the Mayor and the Mayor of Concepción and by the President in This province of the Chilean Mutual Confederation will be responsible for carrying out the provisions of the previous paragraph. The Intenders of the provinces mentioned will authorize with the same object, during the year 1964, a public collection in the territories of their respective jurisdictions. The President of the Republic, in charge of the funds consulted in the previous article, will include in the Budget of the Nation for the year 1964 grants of ten thousand escudos each, in order to proceed to the construction of the monuments referred to in this Article. These grants will be made available to the Intenders of Santiago and Concepción, respectively, by the Treasurer General of the Republic, in the first three months of 1964. Article 16 ° The following modifications to the decree with force of law 308, of 1 ° of April 1960, on Organic Law of the Directorate of Labour: a) Replaced in the article 1 ° of the article 1 ° the words "mutual societies and", by 'organisations'; (b) In Article 10 (b), the words 'mutualists and'; (c) replace the phrase 'Mutual Societies and' by 'Organisations' in Article 1. Article 16 °-The following amendments are made to D.F.L. No 308 of 1 April 1960 on the Organic Law of the Directorate of Labour: (a) The words "mutual societies and" shall be replaced by the first paragraph of Article 1.
