Article 2.-The monument shall be erected in the commune of Tomé. Article 3.-The works will be financed through popular services, obtained through public collections, donations and other private contributions. Public collections shall be made on the dates determined by the special commission set up in Article 5, in coordination with the Ministry of the Interior and Public Security. Article 4.-Create a fund with the purpose of receiving the erogations, donations and other contributions that the previous article points out. Article 5.-Create a special ad honorem commission charged with implementing the objectives of this law, which shall be composed of the senators or senators and the deputies or deputies of the district and district to which the comuna de Tomé; the mayor or mayor of this commune, and the president or president of the union of neighbors of the same commune.
