amending and supplementing the law on hunting and game management (promulgated, SG. 78 from 2000; amend., no. 26 of 2001 No. 77 and 79 since 2002, no. 88 of 2005 No. 82 and 108 of 2006.64/2007, no. 43, 67, 69 and 91 of 2008, issue 6 and 80 by 2009.)

§ 1. In art. 4 al. 2 shall be amended as follows:

"(2) in carrying out the State policy in the region, the Executive forest Agency is assisted by hunting associations under art. 30, para. 1. "

§ 2. In art. 7 the following modifications are made:

1. In paragraph 8. 5, item 1 the words "associations referred to in art. 30 "are replaced by" detachments under art. 29. "

2. in the Al. 6 the second sentence is deleted.

3. in the Al. 7, the words "and the Governing Board of the national hunting Association" are deleted.

§ 3. In art. 22, para. 2 the first sentence shall be replaced by the following: "the Executive Director of the Executive forest Agency, based on the required rate for hunting area of 70 hectares for one Hunter annually determines the maximum number of hunters in the hunting associations under art. 30, as well as associations which can organize courses for the preparation of candidates for acquiring the right to hunt, and the number of available seats in them. "

§ 4. In art. 23 al. 2 shall be amended as follows:

"(2) a ticket for hunting and hunting permits shall be issued on forms approved by the Executive Director of the Executive forest Agency."

§ 5. In art. 23 (a), para. 2 the words "the President of national hunting Association" are deleted.

§ 6. New art. 29:

"Art. 29. (1) the Bulgarian citizens who have acquired a right of hunting, unite in hunting party in view of the community of their interests for the management and conservation of wildlife in a lovnostopanski area.

(2) the formation of the hunting party are needed at least 20 hunters. In a lovnostopanski area under art. 7, para. 5, item 1 is formed only a hunting party.

(3) A hunter can belong only to a hunting party. "

§ 7. Article 30 shall be replaced by the following:

"Art. 30. (1) the persons under art. 29, United in hunting parties, set up a hunting Association in the territory of one or more than one adjacent State forest holding and/or state hunting farm with the aim of carrying out activities related to reproduction, stewardship, conservation and enjoyment of the game.

(2) Hunting Association organizes and directs the activities of družinite in reproduction, the management, conservation and use of wildlife on their lovnostopanski areas. The Association protects the interests of hunters, corporated under the conditions and by the procedure of art. 29, to the State and municipal authorities.

(3) the hunting associations registered hunting parties in State-owned forest farms, hunting farms, respectively.

(4) to perform the registration under paragraph 1. 3 hunting Association presents: 1. lists of hunting groups, containing the name of the band, area of lovnostopanskiâ district, names and uniform civil number of hunters, belonging in them;

2. minutes of the General meetings of družinite, containing the decision on election of the President and the leadership of the company.

(5) the hunting associations in the Al. 1 legal persons registered under the conditions and pursuant to the law of non-profit legal entities.

(6) A hunting party may establish, respectively, only one member of the hunting Association.

(7) the President of the hunting Association conclude an employment contract with a specialist in hunting. Professional Hunting Association organizes the activity of the lovnostopanskata. "

§ 8. Article 31 is amended as follows:

"Art. 31. (1) the hunting associations under art. 30 may come together on a voluntary basis.

(2) National Hunting Association is an association that brings together the hunting associations in which the number of its Member hunters is more than half of the total number of persons registered in the country, acquired the right to hunt. If this condition is not met for any of the persons referred to in para. 1 National Hunting Association is determined that the Association, which represents the largest number of hunters, but not less than one-third of the total number of persons registered in the country, acquired the right to hunt.

(3) associations of the hunting associations in the Al. 1 are hunting associations – legal persons registered under the conditions and pursuant to the law of non-profit legal entities.

(4) National Hunting Association directs, coordinates and controls the activities of its members in the management and conservation of wildlife in the lovnostopanski areas.

(5) A hunting Association may participate in only one Association pursuant to para. 1. "

§ 9. In art. 37 a, para. 2, the words "and the President of the national hunting Association" are deleted.

§ 10. In art. 44, para. 5, the words "on a proposal from the Management Board of the national hunting Association" are deleted.

§ 11. Article 58 shall be amended as follows:

"Art. 58. (1) the permit for hunting shall be entered the names of the numbers of hunters, hunting tickets, dates and places of hunting, the type and number of permits to hunt wild game and the name of the head of the hunt in Group hunting.


(2) when hunting in lovnostopanski areas that are made available to the persons under art. 30, para. 1 in the permit for hunting shall be entered and the number of membership cards. "

§ 12. In art. 65 a, para. 1 paragraph 1 shall be repealed.

§ 13. Art is created. 69A:

"Art. 69. (1) the terms and conditions of access, transit and stay of persons in the area in which the technical facilities are located in state hunting grounds and in the divečov″dnite areas in public forest holdings shall be determined by order of the Director of the State-owned hunting or forestry.

(2) Orders under para. 1 shall be published in the official website of the Executive Agency for the forests, they are placed in a conspicuous place in the building of the State hunting or Government forestry and shall be notified to the person to whom is granted the management of wildlife, pursuant to the administrative code.

(3) the person who manages the game, placed in the area in which the facility is located, the road signs which contain the information determined by the regulation for implementation of the law. "

§ 14. In art. 83, para. 2 the words "art. 30, para. 3 "shall be replaced by" art. 22, para. 2. "

§ 15. Art is created. 83 l:

"Art. 83 l. (1) Who contravenes the order for the access, transit and stay in an area where technical facilities are located under art. 69, having a fine of 200 to 500 EUR

(2) when the offence under para. 1 was committed reactivation within two years of the entry into force of the Decree, the penalty is three. "

§ 16. In the transitional and concluding provisions of the law amending and supplementing the law on hunting and game management (SG 91/2008) in § 64 para. 2 is repealed.

§ 17. In annex 4 to the art. 54, para. 1. item 3.2 shall be amended as follows:

Final provision

§ 18. Persons under § 64 para. 1, first sentence, of the Act amending and supplementing the law on hunting and game management (SG. 91 of 2008) that, pending the entry into force of this Act are carried out the action in the management of wildlife in existing lovnostopanski areas of hunting associations, reserve the right to use the game for the 2009 hunting season.

The law was adopted by 41-Otto National Assembly on November 5, 2009, and is stamped with the official seal of the National Assembly.
