Act amending the Road Traffic Act (prom. SG. 26 of 2000 .; amend., SG. 88 of 2000 . No.. 111 of 2001, pcs. 47 and 118 of 2002, pcs. 9 and 112 in 2003, pcs. 6 and 14 in 2004, pcs. 88 and 104 of 2005 pcs. 30, 36, 64, 102, 105 and 108 in 2006, pcs. 59 of 2007, pcs. 43 and 69 in 2008, pcs. 12, 32, 41, 42, 75, 82 and 93 of 2009 n. 87 of 2010, pcs. 19, 39, 55 and 99 of 2011)
§ 1. In art. 3 The following amendments and additions:
1. In para. 2 after the word "motorways" a comma and added "speed roads".
2. In para. 7 create pt. 5 and 6:
"5. have playgrounds for short holidays;
6. have a protective fence. "
third. Created al. 8 and 9:
"(8) speed roads are national sites. They are specially constructed and marked traffic roads only vehicles with higher speeds and have the following features:
1. have separate lanes for traffic in each direction with a dividing strip between them, each canvas with at least two lanes;
2. intersection with other roads, streets, railway and tram lines is just different levels; 3
. merger and casting motion is carried only by junctions at different levels;
4. links to adjacent territories through local lane, separated from the direct route with a dividing strip with a width of not less than two meters;
5. have a safety fence;
6. have playgrounds for emergency stop;
7. have playgrounds for short holidays.
(9) shifting sections of the networks and facilities of the technical infrastructure affected in the design and construction of highways and speed roads, the terms and conditions of the State Property Act, the Law on Spatial Planning, the Law on Forests and law on protection of agricultural lands for national projects under the law on State property. "
§ 2. in art. 5 para. 6a after the word "motorways" insert "and speed roads".
§ 3. In art. 25 be made the following amendments:
1. Paragraph 4 is repealed.
2. A par. 5:

"(5) The scope and service area highways and speed roads is permitted only construction and operation of roadside service complexes and road links to them. Prohibits the construction of such objects at a distance, less than three kilometers before and after junctions. "
§ 4. In art. 26 be made the following amendments:
1. In para. 8 created item. 4:
"4. in the operation of advertising equipment issued under the terms and conditions of the ordinance under Art. 18, para. 5 - ten years. "
2. Paragraph 9 is amended as follows:
"(9) The authorizations shall be withdrawn if the conditions laid down therein, and / or non-compliance to carry out the activity specified in the ordinance under Art. 18, para. 5. "
Transitional and Final Provisions
§ 5. issued before the enactment of this Act permanent operating permits of advertising facilities remain valid for a period of five years from the date of entry into force of this Act.
§ 6. (1) Pending proceedings filed before the entry into force of this Act applications / requests for issuing permits for special use of the road by building roadside service complexes and road links to them in scope and in the service areas of highways are closed under conditions existing before the entry into force of this Act.
(2) permits operation of roadside service complexes in scope and service areas on motorways for which the entry into force of this Act has issued permits for special use of the road by building sites and road connectivity, They are issued under conditions existing before the entry into force of this Act.
§ 7. Council of Ministers adopted amendments to the ordinance under Art. 18, para. 5 to 6 months from the enactment of this Act.
§ 8. In the Law on Road Traffic (prom. SG. 20 of 1999 .; Amend. 2. In the second chapter the title of Section XIII is amended as follows: "Motorway speed and time. Automobile road. " 3
. In art. 55, para. 1 and 2 after the word "highway" add "or speed road."
4. Article 56 is amended as follows:
"Art. 56. A driver who enters a motorway or express road is bound to miss driving on their vehicles, and who wants to leave the motorway speed or time, should promptly take place in the lane out of them. "| || 5. A Art. 58a:
"Art. 58a. When traffic speed road the driver is prohibited:
1. to stop the vehicle to stay outside specially designated areas;
2. to turn in the opposite direction, to move back to enter the dividing line or cross it, including in places where it is broken. "
6. A Art. 59a:
"Art. 59a. (1) The driver of a vehicle traveling on the express road, forced to stop due to circumstances beyond his control, can do so on site for emergency stop outside the traffic movement, at night and in poor visibility signaled stopped vehicle a reflective triangle warning or emergency signal. 7. In art. 84 after the word "highway" is added "speed and time."
8. In art. 130, para. 1 after the words "outside the village - 50 km / h" is added "at speed road."
9. In § 6 of the Supplementary Provisions shall be created item. 52a:
"52a. "Speed ​​Way" is a road that meets the requirements of Art. 3, para. 8 of the roads. "
§ 9. In the Law on Spatial Planning (prom. 1. In art. 76, para. 1 in the text before item. 1 after the word "motorways" a comma and added "speed roads".
2. In art. 128 new para. 14:

"(14) The coordination of draft detailed plans for construction or reconstruction of road intersections, junctions and road links connecting the municipal and private roads to national roads and adjacent areas of national roads is done by the administration managing the road , pursuant to Art. 127, para. 2. "
third. In art. 137, para. 1, p. 1, letter "a" after the word "motorways" a comma and added "speed roads".
4. In art. 144 new para. 5:
"(5) The coordination of investment projects that affect national roads is carried out by the administration managing the road under Art. 127, para. 2. "
