Act to reward individuals for special contributions to the Bulgarian state and the nation Chapter One


GENERAL Art. 1. This Act regulates the terms and conditions for granting state reward individuals for special contributions to the Bulgarian state and the nation, hereinafter referred to as "state cash prize for special merit."
Art. 2. (1) The State cash prize for special merit is provided to persons under Art. 1 for overall contribution and / or for their exceptional achievements:
1. in various areas of public life;
2. strengthening and development of civil society, democratic institutions and protecting human rights and freedoms; 3
. in combating disasters and accidents;
4. to protect the environment.
(2) The State cash prize for special merit is provided to persons showed personal courage in the performance of their public and civic duty.
Art. 3. (1) The State cash prize for special merit is provided to persons under Art. 1:
1. for life - for outstanding achievements and outstanding contribution to the activities of art. 2 para. 1, p. 1-4;
2. periodically - for a period of one to three years for outstanding achievements in the activities referred to in Art. 2 para. 1, p. 1-4; 3
. once - in the cases of art. 2 para. 2.
(2) The State cash prize for special merits under par. 1 pt. 1 and 2 shall be paid monthly to persons in an amount determined by the National Assembly.

Chapter Two TERMS AND CONDITIONS FOR PROVISION OF STATE cash prize for special merits
Art. 4. (1) The State cash prize for special merits in art. 3, para. 1 pt. 1 and 2 are granted by the National Assembly at the proposal of the Council of Ministers.
(2) The State cash prize for special merits in art. 3, para. 1 pt. 3 and specific size granted by the Council of Ministers on the proposal of the Prime Minister.

Art. 5. (1) Suggestions to the Prime Minister and the relevant minister for awarding bodies can make the central and local governments, scientific organizations, universities, non-profit purpose and initiative committees of citizens.
(2) All Prize in Art. 3, para. 1 pt. 1 and 2 and the particular size be submitted for consideration to the Cabinet by the respective minister.
(3) The proposal to award must contain details of the person's activities, motives for special contributions, including manifested personal valor. To the proposal may be accompanied by documents or other honors and awards demonstrating outstanding achievement and outstanding contribution to the development of their respective fields.
Art. 6. (1) The maximum amount of state cash prizes for special merits in art. 3, para. 1, and the means necessary for their payment shall be determined annually by the State Budget of the Republic of Bulgaria for the respective year.
(2) The procedure for granting and repayment of government cash prizes to persons with special merits to the state and nation are determined by the Council of Ministers. ADDITIONAL PROVISIONS

§ 1. For the purposes of this Act:
1. "Outstanding Achievement in an area" are: international evaluation, recognition and / or awards received for specific achievements with essential for the development of the area.
2. "Lifetime Achievement" is a long-standing activity and performance, which significantly contributed to the development of the area.
TRANSITIONAL AND FINAL PROVISIONS
§ 2. Proceedings on proposals for granting pensions for special merits to the state and nation under the repealed Art. 91 of the Social Security Code made to the entry into force of this Act shall be completed under this law.
§ 3. In the Social Security Code (prom. SG. 76 of 2006 .; amend., SG. 80, 82, 95, 102 and 105 of 2006, No. . 41, 52, 53, 64, 77, 97, 100, 109 and 113 in 2007, pcs. 33, 43, 67, 69, 89, 102 and 109 of 2008, pcs. 23, 25, 35 , 41, 42, 93, 95, 99 and 103 of 2009, pcs. 16, 19, 43, 49, 58, 59, 88, 97, 98 and 100 of the 2010 .; Decision № 7 of the Constitutional Court 2011 - SG. 45 of 2011 .; amend., SG. 60, 77 and 100 in 2011, pcs. 7, 21, 38, 40, 44, 58 and 81 from 2012) the following amendments:
1. In art. 80, para. 1 the number "91" is deleted.
2. Article 91 is repealed. 3
. In art. 101, para. 1, p. 4, 'and pension for special merits "are deleted.
4. In the transitional and final provisions:
a) in § 6 par. 4 is repealed;
B) the § 6a:

"§ 6a. Pensions granted for special merits to December 31, 2012 under the repealed Art. 91 continue to be paid in the amounts specified that date in previous order. Pension for special contributions under the repealed Art. 91 can not be obtained with another type of pension to pass in the survivor's pension and / or receive with state cash prize under the awarding of people with special merits to the Bulgarian state and the nation. "
§ 4. The Council of Ministers shall act on art. 6 para. 2 within six months from the entry into force of this Act.
§ 5. The implementation of the law is assigned to the Council of Ministers.
§ 6. The Act comes into force on January 1, 2013
