(3) adopt the budget of the national health insurance fund for 2013 balanced budget balance.

Art. 2. determine the sickness insurance contribution for 2013, amounting to 8 per cent.


Art. 3. (1) each quarter to the contracts with the contractors of primary and specialized medical care national health insurance fund shall determine:

1. the number of specialized medical activities in accordance with art. 1, al. 2, 1.1.3.2 line;

2. the value of the medical-diagnostic activities in accordance with art. 1, al. 2 row 1.1.3.4.

(2) the Supervisory Board of the national health insurance fund (NHIF) establishes rules for the application of paragraphs 1 and 2. 1.

Art. 4. (1) within the framework of the values referred to in art. 1, al. 2 row 1.1.3.7:

1. The national health insurance fund determined for each regional health insurance fund forecast annual plan of activity and volume cost, broken down by month;

2. in contracts with providers of hospital care in accordance with the law on health care insurance determines annual forecast plan for the volume of activity and cost, broken down by months and quarters.

(2) the implementation of the annual plan of activities projected volume and cost control in accordance with the rules adopted by the Supervisory Board of the NATIONAL HEALTH INSURANCE FUND. The plan, if necessary, be corrected by the Supervisory Board of the NATIONAL HEALTH INSURANCE FUND of each quarter on a proposal by the Manager of the NATIONAL HEALTH INSURANCE FUND.

(3) the estimated Annual volume of activity plans and cost under para. 1 and their adjustments approved by the Supervisory Board of the NATIONAL HEALTH INSURANCE FUND.

(4) for the determination of the annual forecast volume and activity plan cost under para. 1, item 2 and their adjustments to the Supervisory Board of the FUND shall adopt rules.

Art. 5. tissue establishments, concluded a contract with the national health insurance fund, shall submit its financial statements and periodic financial statements for the implementation of activities, paid by the Treasury, by order, determined by the Supervisory Board.

Transitional and final provisions

§ 1. Over health insurance revenues under art. 1, al. 1, row 1 is allocated for health insurance payments by order, determined by the Supervisory Board of the NATIONAL HEALTH INSURANCE FUND.

§ 2. The Ministry of health on a monthly basis until the end of the current month provides transfer to the budget of the NATIONAL HEALTH INSURANCE FUND under art. 1, al. 1, row 5 in the amount of the obligation in the month to hospitals for their obstetric aid under art. 82, para. 1, item 2 of the law on health and for the financing of the costs of vaccines in national programmes for the prevention of cervical cancer for a particular population under art. 82, para. 2, item 3 of the law on health. The funds are reported under art. 1, al. 2, 1.1.3.5.3 line and 1.1.3.7.1 line on the budget of the NATIONAL HEALTH INSURANCE FUND.

§ 3. From the State budget through the budget of the Ministry of health can be obtained on the budget of the NATIONAL HEALTH INSURANCE FUND targeted subsidies under art. 23, para. 1, item 11 of the law on health insurance than those in art. 1, al. 1 for performance of the obligations arising from the application of the rules on coordination of social security systems and for benefits in kind, outside medical assistance under art. 45 of the law on health insurance. With the underlying costs of these benefits are increased amounts under art. 1, al. 2 lines, 1, 1.1.3.8.1, and 1.1.3 1.1.3.8.

§ 4. The contracts of hospital care concluded between authorising officers and the NATIONAL HEALTH INSURANCE FUND are recorded as transfers under art. 1, al. 2, row 2.

§ 5. Reliance on the amounts due in accordance with the requirements of art. 24, s. 6 of the Act on health insurance from the budget of the NATIONAL HEALTH INSURANCE FUND to the budget of the National Revenue Agency takes place at the end of each calendar month in size 0.2 per cent on the previous month raised health insurance contributions. The funds are recorded as transfers between budgetary accounts under art. 1, al. 2, row 2.

§ 6. The Supervisory Board of the HEALTH INSURANCE FUND has the right to carry out internal changes between loans outweighed the elements of costs and transfers – all under art. 1, al. 2 that are within the approved budget, with the exception of staff costs under art. 1, al. 2, item 1.1.1.

§ 7. The Supervisory Board of the FUND on the grounds of art. 26, al. 2 of the law on health insurance has the right to spend its funds from the reserve, including for unforeseen and urgent expenses under art. 1, al. 2 line 1.3.

§ 8. The Supervisory Board of the FUND may decide that proceeds from the sale of tangible assets to be used for the acquisition of such assets over the established values in art. 1, al. 2 row 1.2.

§ 9. (1) the Supervisory Board on the proposal of the President of the NATIONAL HEALTH INSURANCE FUND approved the necessary changes on individual paragraphs of the expenditure carried out by the NATIONAL HEALTH INSURANCE FUND and financed by transfers from the Department of health, not provided for in this law, without prejudice to the balance of the budget of the NATIONAL HEALTH INSURANCE FUND.

(2) Transfers under para. 1 from the Department of health are health uninsured individuals and include:

1. activities to outpatient follow-up of patients with mental illness;

2. activities in outpatient follow-up of patients with skin-venereal diseases;

3. intensive care;

4. one preventive examination and testing for all hospital women, regardless of the means of delivery, in accordance with art. 82, para. 1, item 2 of the law on health.

(3) the amount of the transfers under para. 2 shall be fixed and provided by the Ministry of health for the health uninsured persons under conditions and by an order determined by the Minister of health and the NATIONAL HEALTH INSURANCE FUND.

§ 10. Vaccines for mandatory immunizations and reimunizacii provided by the Ministry of health in 2012, are funded through 2013 by the Ministry of health in the previous row to the procurement of the NATIONAL HEALTH INSURANCE FUND, but not later than 1 April 2013.

§ 11. (1) establishments that are in 2012 is subsidirali in accordance with the methodology for the subsidy to the hospitals in 2012 by the Ministry of health, in 2013 are subsidised by the Ministry of health in the previous line, if by 31 December 2012, are accounted for in accordance with the contracts concluded for the activities, which are financed by the NATIONAL HEALTH INSURANCE FUND in 2013.

(2) payment of the activities referred to in para. 1 shall be carried out by the Ministry of health in determining the final amount of the grant for the fourth quarter of 2012.

§ 12. (1) in 2013 means of medicinal products under art. 4, item 1 of the law on war veterans and in art. 15, para. 1 and 2 of the law on military and voennopostradalite are at the expense of the State budget and paid by the Agency for social assistance through the NATIONAL HEALTH INSURANCE FUND.

(2) the Agency for social assistance translates the NATIONAL HEALTH INSURANCE FUND the necessary funds for the payment of the amounts claimed by pharmacies under contract with the national health insurance fund, for medicinal products granted to veterans of wars, voennoinvalidi and voennopostradali.

§ 13. In the law on health insurance (official SG. 70 of 1998; amend., SG. 93 and 153 of 1998, no. 62, 65, 67, 69, 110 and 113 in 1999, issue 1 and 64 in 2000, 41/2001, no. 1, 54, 74, 107, 112, 119 and 120 of 2002, no. 8, 50, 107 and 114 from 2003. , PC. 28, 38, 49, 70, 85 and 111 in 2004, PCs. 39, 45, 76, 99, 102, 103 and 105 of 2005, St. 17, 18, 30, 33, 34, 59, 80, 95 and 105, 2006, issue. 11 of 2007; Decision of the Constitutional Court No. 3 of 2007 – PCs. 26 of 2007; amend., SG. 31, 46, 53, 59, 97, 100 and 113 of 2007, PC. 37, 110 and 71 of 2008, PCs. 35, 41, 42, 93, 99 and 101 of 2009, PCs. 19, 26, 43, 49, 58, 59, 62, 96, 97, 98 and 100 by 2010, PC. 9, 60, 99 and 100 by 2011, and St. 38, 60 and 94 by 2012.) make the following changes and additions:

1. In art. 15, para. 1 point 8 shall be replaced by the following:

8. have the right to carry out internal changes between loans outweighed the cost elements and transfers within the established by the law on the budget of the national health insurance fund for the year expenses and transfers – everything, except those that result in an increase in staff costs; ".

2. In art. 26 al. 2 shall be amended as follows:

"(2) by means of a reservation costs are paid in the event of significant deviations from even spending for health insurance payments."

3. In art. 29, para. 3:

a) in item 5, the words "medical devices" shall be deleted;

(b)) is created item 5 (a):

' 5a. medical devices; '.

4. In art. 30, para. 1, after the words "the Manager of the NATIONAL HEALTH INSURANCE FUND through" add "Minister of health".

5. In art. 45, para. 1:

(a) in point 12), after the words "medical purposes" a comma and add "intended for home treatment within the territory of the country, as well as medical devices applied in hospital medical assistance";

(b)) is created that 16 and 17:

"16. vaccines for mandatory immunizations and reimunizacii;

17. assisted reproduction. "

§ 14. In the Health Act (promulgated, SG. 70 by 2004; amend., SG. 46, 76, 85, 88, 94 and 103 by 2005, issue 18, 30, 34, 59, 71, 75, 80, 81, 95 and 102 in 2006, issue 31, 41, 46, 53, 59, 82 and 95 (2007), no. 13, 102, and 110 in 2008, issue 36, 41 , 74, 82, 93, 99 and 101 of 2009, PCs. 41, 42, 50, 59, 62, 98 and 100 by 2010, PC. 8, 9, 45 and 60 by 2011, and St. 38, 40, 54, 60 and 82 by 2012.) in art. 82, para. 2, item 1 the words "vaccines for mandatory immunizations and reimunizacii ' shall be deleted.

§ 15. The implementation of the law is assigned to the management authorities of the national health insurance fund.

§ 16. The law shall enter into force from 1 January 2013.

The law was adopted by 41-Otto National Assembly on 5 December 2012 and is stamped with the official seal of the National Assembly.
