(3) adopt the budget of the national health insurance fund for 2014, with a balanced budget balance.

Art. 2. determine the sickness insurance contribution for the 2014 at a rate of 8 percent.

Art. 3. (1) each quarter to the contracts with the contractors of primary and specialized medical care national health insurance fund (NHIF) determines:

1. the number of specialized medical activities in accordance with art. 1, al. 2, 1.1.3.2 line;

2. the value of the medical-diagnostic activities in accordance with art. 1, al. 2 row 1.1.3.4.

(2) the Supervisory Board of the HEALTH INSURANCE FUND shall establish the rules for the application of paragraphs 1 and 2. 1.

Art. 4. (1) within the framework of the values referred to in art. 1, al. 2, row, row and 1.1.3.6.2 1.1.3.7 1.1.3.8 line:

1. The national health insurance fund determined for each regional health insurance fund annual total expenditure allocated by month, for hospital medical assistance;

2. the district health insurance coverage set the value in the activities referred to in para. 1 to contracts with providers of hospital care.

(2) the implementation of the activities referred to in para. 1, paragraphs 1 and 2 shall be monitored by month and adjusted quarterly.

(3) the values under para. 1, item 2 and its amendment under paragraph 1. 2 shall be approved by the Supervisory Board of the NATIONAL HEALTH INSURANCE FUND.

(4) for the establishment of values in the Al. 1, item 2 and its amendment the Supervisory Board of the FUND shall adopt rules.

(5) the Supervisory Board of the HEALTH INSURANCE FUND shall establish the rules for the application of paragraphs 1 and 2. 1-4.

Transitional and final provisions

§ 1. Over health insurance revenues under art. 1, al. 1, line 1 and line 3 is allocated for health insurance payments by order, determined by the Supervisory Board of the NATIONAL HEALTH INSURANCE FUND.

§ 2. (1) the Ministry of health on a monthly basis until the end of the current month provides transfer to the budget of the NATIONAL HEALTH INSURANCE FUND under art. 1, al. 1, row 5 for financing the cost of medicinal products, vaccines and their application under art. 82, para. 2, item 3 of the law on health; activities for zdravnoneosigureni persons, including outpatient activities tracking of patients with mental illness, outpatient follow-up of patients with skin-venereal diseases; intensive care; activities under art. 82, para. 1, item 2 of the law on health, and for amounts under art. 37, para. 6 of the law on health insurance. The funds are reported under art. 1, al. 2, line 1.2 in the budget of the NATIONAL HEALTH INSURANCE FUND.

(2) the transfer under paragraph 1. 1 is the amount of the FUND during months of commitment to medical institutions for their activities, including the amounts under art. 37, para. 6 of the law on health insurance, according to the holders of marketing authorisations of medicinal products for wholesale quantities delivered and attached the vaccines.

(3) the Shuttle over the amount of art. 1, al. 1, Red 5 is determined and provided by the Department of health under conditions and by an order determined by the Minister of health and by the Manager of the FUND, without prejudice to the balance of the budget of the NATIONAL HEALTH INSURANCE FUND.


§ 3. From the State budget through the budget of the Ministry of health can be obtained on the budget of the NATIONAL HEALTH INSURANCE FUND targeted subsidies under art. 23, para. 1, item 11 of the law on health insurance than those in art. 1, al. 1 for performance of the obligations arising from the application of the rules on coordination of social security systems and for benefits in kind, outside medical assistance under art. 45 of the law on health insurance. With the underlying costs of these benefits are increased amounts under art. 1, al. 2 lines, 1, 1.1.3.9.1, and 1.1.3 1.1.3.9.

§ 4. The contracts of hospital care concluded between authorising officers and the NATIONAL HEALTH INSURANCE FUND are recorded as transfers under art. 1, al. 2, row 2.

§ 5. Reliance on the amounts due in accordance with the requirements of art. 24, s. 6 of the Act on health insurance from the budget of the NATIONAL HEALTH INSURANCE FUND to the budget of the National Revenue Agency takes place at the end of each calendar month in size 0.2 per cent on the previous month raised health insurance contributions. The funds are recorded as transfers between budgetary accounts under art. 1, al. 2, row 2.

§ 6. (1) by decision of the Supervisory Board of the FUND on the grounds of art. 15, point 7 in connection with art. 26, al. 2 of the law on health insurance funds may be used by the reservation under art. 1, al. 2, line 1.4 for the payment of costs in the event of significant deviations from even spending for health insurance payments.

(2) the Unpaid health insurance payments for hospital medical assistance for 2013 is billed at the expense of the means of art. 1, al. 2, line 1.4, by decision of the Supervisory Board of the NATIONAL HEALTH INSURANCE FUND.

§ 7. (1) the Supervisory Board of the FUND on the proposal of the President of the NATIONAL HEALTH INSURANCE FUND can approve compensated changes between indicators of costs and the transfers to ensure health insurance payments.

(2) the Supervisory Board of the FUND on the proposal of the President of the NATIONAL HEALTH INSURANCE FUND can approve compensated changes between indicators in the budget of the NATIONAL HEALTH INSURANCE FUND, with the exception of those that result in an increase in personnel costs. This provision shall not apply where it is necessary to provide funding under para. 1 and/or failure of the revenue in the budget of the NATIONAL HEALTH INSURANCE FUND.

(3) the Manager of the FUND reflects the changes in the budget of the NATIONAL HEALTH INSURANCE FUND, resulting from further submitted transfers from the State budget.

§ 8. (1) the funds referred to in art. 1, al. 2 1.1.3.10 line may be expended by a decision of the Supervisory Board of the HEALTH INSURANCE SYSTEM after provision of a package of measures related to optimizing health insurance payments and improve control of their distribution and spending, introduced by the Minister of health in the Council of Ministers, in the following areas:

1. improving the mechanisms and criteria for contracting and cost of medicinal products and medical devices, financed from the budget of the NATIONAL HEALTH INSURANCE FUND;

2. refine the scope and content of medical standards in the inpatient and outpatient medical care;

3. improvement of the requirements and criteria for medical and financial control over the activities of contractors of medical and/or dental care and pharmacies.

(2) the measures referred to in paragraph 1. 1 shall be submitted to the Council by 1 January 2014.

§ 9. The Supervisory Board of the FUND may decide that proceeds from the sale of tangible assets to be used for the acquisition of such assets over the established values in art. 1, al. 2 line 1.3.

§ 10. (1) in 2014. the means of medicinal products under art. 4, item 1 of the law on war veterans and in art. 15, para. 1 and 2 of the law on military and voennopostradalite, as well as targeted means of diagnosis and treatment in hospitals for hospital care of persons who have no income and/or personal property, which provides them with personal involvement in a zdravnoosiguritelniâ process in accordance with Decree No 17 of the Council of Ministers since 2007, laying down the procedures for the acquittal of the target funds for the diagnosis and treatment in hospitals for hospital care of persons who have no income and/or personal property, which provides them with personal involvement in the zdravnoosiguritelniâ process (official SG 13 of 2007, 16/2008 13/2009 and no. 29 of 2011), are at the expense of the State budget and paid by the Agency for social assistance through the NATIONAL HEALTH INSURANCE FUND.

(2) the Agency for social assistance translates the NATIONAL HEALTH INSURANCE FUND the necessary funds for the payment of the amounts claimed by pharmacies under contract with the national health insurance fund, for medicinal products granted to veterans of wars, voennoinvalidi and voennopostradali.

(3) the Agency for social assistance translates the NHIF assigned funds for the diagnosis and treatment in hospitals for hospital assistance to eligible persons in accordance with Decree No 17 of the Council of Ministers since 2007, laying down the procedures for the acquittal of the target funds for the diagnosis and treatment in hospitals for hospital care of persons who have no income and/or personal property that provides them with personal involvement in the zdravnoosiguritelniâ process.

§ 11. In 2014 the activities of assisted reproduction shall be paid as follows:

1. The national health insurance fund pays all assisted reproduction activities that have begun and completed in 2013;

2. The national health insurance fund pays for all activities in assisted reproduction, which began in 2013 and be completed in 2014, in the part which is carried out through 2013;


3. The Ministry of Health pays for all activities in assisted reproduction, which began in 2013 and be completed in 2014, in the part that is carried out in 2014.

§ 12. The Supervisory Board of the FUND may decide to advance spending to 5 percent a month by the means of art. 1, al. 2, line 1.4 ", including Reserve for unforeseen and urgent expenses" for health insurance payments for hospital care.

§ 13. (1) mandatory vaccines for immunization and reimunizacii, provided by the NATIONAL HEALTH INSURANCE FUND in 2013, are funded and provided in 2014 from the NATIONAL HEALTH INSURANCE FUND in the previous row, to the procurement by the Department of health, but not later than 1 April 2014. the funds shall be accounted under art. 1, al. 2 budget line of the NHIF 1.1.3.5.

(2) the Ministry of health shall reimburse the FUND by transferring amounts to the NATIONAL HEALTH INSURANCE FUND incurs for the quantities delivered vaccines for mandatory immunizations and reimunizacii in the period 1 January 2014 – 1 April 2014.

§ 14. The national health insurance fund shall submit through the Council of Ministers in the National Assembly a report on the implementation of the budget of the cash register at 30 June 2014, and information about the expected performance for 2014.

§ 15. In the law on the budget of the national health insurance fund for 2013 (SG. 101 by 2012) in art. 1 is hereby amended as follows:

1. In paragraph 8. 2:

(a)) in the text before the table, the words ' the costs and transfers the total 2 710 276 "are replaced with" more spending and transfers the total 2 737 276 ";

b) in column 3 in a row II "costs and transfers – all" number "2 710 276" is replaced by "2 737 276";

c) in column 3 of row 1 "cost" figure "2 707 186" is replaced by "2 734 186";

d) in column 3 in a row "1.1", "current expenditure 2 431 153" is replaced by "2 458 153";

e) in column 3 of line 1.1.3 "health insurance payments", "2 383 511" is replaced by "2 410 511;

f) in column 3 in a row "payments for health insurance 1.1.3.7 hospital medical assistance" number "1 189 511" is replaced by "1 216 511".

2. Paragraph 3 shall be amended as follows:

"(3) Establishes the budgetary balance in the law on the budget of the national health insurance fund for 2013 at a rate of-27,000 hill. LV. "

§ 16. In the law on health insurance (official SG. 70 of 1998; amend., SG. 93 and 153 of 1998, no. 62, 65, 67, 69, 110 and 113 in 1999, issue 1 and 64 in 2000, 41/2001, no. 1, 54, 74, 107, 112, 119 and 120 of 2002, no. 8, 50, 107 and 114 from 2003. , PC. 28, 38, 49, 70, 85 and 111 in 2004, PCs. 39, 45, 76, 99, 102, 103 and 105 of 2005, St. 17, 18, 30, 33, 34, 59, 80, 95 and 105, 2006, issue. 11 of 2007; Decision of the Constitutional Court No. 3 of 2007 – PCs. 26 of 2007; amend., SG. 31, 46, 53, 59, 97, 100 and 113 of 2007, PC. 37, 110 and 71 of 2008, PCs. 35, 41, 42, 93, 99 and 101 of 2009, PCs. 19, 26, 43, 49, 58, 59, 62, 96, 97, 98 and 100 by 2010, PC. 9, 60, 99 and 100 by 2011, issue. 38, 60, 94, 101 and 102 of 2012 and St. 4, 15, 20 and 23 of the 2013) make the following changes and additions:

1. In art. 37:

a) a new para. 2:

"(2) the order under paragraph 1. 1 define the lower amounts for each visit to the doctor or doctor of dental medicine to persons who have exercised the right to a retirement pension. ";

(b)) the current al. 2 it al. 3 and after the words "para. 1 "insert" and 2 ";

in the past) Al. 3 it al. (4);

d) past al. 4 it al. 5 and after the words "para. 1 "insert" and 2 ";

(e)) is hereby set up al. 6:

"(6) the difference between the amounts referred to in paragraph 1. 1 and 2 shall be paid to the doctor or the doctor of dental medicine from the State budget in the order determined by the Ordinance under para. 1. "

2. In art. 45, para. 1 t. 16 and 17 are hereby repealed.

§ 17. In the Health Act (promulgated, SG. 70 by 2004; amend., SG. 46, 76, 85, 88, 94 and 103 by 2005, issue 18, 30, 34, 59, 71, 75, 80, 81, 95 and 102 in 2006, issue 31, 41, 46, 53, 59, 82 and 95 (2007), no. 13, 102, and 110 in 2008, issue 36, 41 , 74, 82, 93, 99 and 101 of 2009, PCs. 41, 42, 50, 59, 62, 98 and 100 by 2010, PC. 8, 9, 45 and 60 by 2011, issue. 38, 40, 54, 60, 82, 101, and 102 from 2012 and St. 15, 30, 68, 66 and 99 of 2013) in art. 82 following amendments and supplements shall be made:

1. In paragraph 8. 1 item 10 is created:

"10. assisted reproduction."

2. in the Al. 2 paragraph 1 shall be replaced by the following:

"1. vaccines for mandatory immunizations and vaccines, reimunizacii on special testimony and, in exceptional circumstances, specific serum immunoglobulins and other bio-products, related to the prevention of communicable diseases, as well as the technical means for their implementation."

§ 18. The implementation of the law is assigned to the management authorities of the national health insurance fund.

§ 19. The law shall enter into force from 1 January 2014, with the exception of § 15, which shall enter into force on the day of the promulgation of the law in the Official Gazette.
