(3) It the NHIF budget for 2015 with a balanced budget balance.
Art. 2. The amount of compulsory health insurance contribution for 2015 is 8 per cent.
Art. 3. (1) Each quarter to contracts with providers of primary and specialized medical care NHIF determined:
1. number of appointment specialized medical activities in accordance with Art. 1, para. 2 row 1.1.3.2;
2. the value of the designating medical diagnostic activities in accordance with Art. 1, para. 2 row 1.1.3.4.
(2) The Supervisory Board of the National Health Insurance Fund establishes procedures for implementing paragraph. 1.
Art. 4. (1) Within the values ​​of art. 1, para. 2, line 1.1.3.6, 1.1.3.7 row and row 1.1.3.8:
1. National Health Insurance Fund established for each Regional Health Insurance Fund annual overall cost distributed by months;
2. RHIFs determine the value of the activities under this paragraph to the contracts with providers of hospital care, broken down by months.
(2) The values ​​under par. 1 pt. 2 and their modification under par. 3 shall be approved by the Supervisory Board of the NHIF.
(3) The implementation of the activities under par. 1 is monitored monthly and adjusted quarterly within the approved expenditure budget of the NHIF.
(4) The Supervisory Board of NHIF adopt rules for:
1. conditions and procedures for determining and modifying values ​​under par. 1 pt. 1 and 2 and to control and correction under par. 3;
2. use of funds from the reserve under Art. 1, para. 2 series 1.4 Payment of expenses in case of significant deviations from the uniform disbursement of approved / adjusted funds from contracts with providers of hospital care.
Transitional and Final Provisions
§ 1. The performance in revenue from health insurance contributions and tax revenues over the amount of transfer under Art. 1, para. 1, Tier 2 can be used as a source of additional health insurance payments over eligible costs and transfers provided by the NHIF budget by an order determined by the Supervisory Board of the NHIF.
§ 2. (1) The Ministry of Health on a monthly basis until the end of the month following the reporting, based on a request received by the NHIF provides transfer to the budget of the NHIF under Art. 1, para. 1, line 4 to finance the cost of medicines - vaccines and enforcement activities in their art. 82, para. 2 pt. 3 of the Health Act; activities for health uninsured persons, including: complex dispensary (outpatient) monitoring in patients with skin and venereal diseases and mental health; intensive treatment; activities under Art. 82, para. 1 pt. 2 of the Health Act and the amounts of art. 37, para. 6 of the Law on Health Insurance. The funds are reported under Art. 1, para. 2, line 1.2 NHIF budget.
(2) The transfer under par. 1 is in the amount of commitment during the month of NHIF duty at the medical establishments of their activities, respectively, to holders of marketing authorizations of medicinal products supplied and administered vaccines.
(3) Transfers in excess of art. 1, para. 1, line 4 is determined and provided by the Ministry of Health under terms and conditions determined by the Minister of Health and the Governor of the NHIF without unbalancing the budget of the NHIF.
(4) In the cases under par. 3 Governor of the NHIF monthly basis after taking into account effected during the previous month approved payments offset changes in performance art. 1, para. 1, line 4 and par. 2, line 1.2 without unbalancing the budget of the NHIF.
§ 3. The state budget through the budget of the Ministry of Health can receive the NHIF budget grants under Art. 23, para. 1, p. 11 of the Health Insurance Act beyond those of art. 1, para. 1 to implement the obligations arising from the application of the rules on coordination of social security systems and benefits in kind outside medical care under Art. 45 of the Law on Health Insurance. With costs for these benefits are increased amounts of art. 1, para. 2 rows 1, 1.1.3, 1.1.3.9 and 1.1.3.9.1.

§ 4. (1) Health insurance payments with funds under Art. 1, para. 2 row 1.1.3 contracts pursuant to Art. 59 para. 1 of the Health Insurance Act between spending budget and NHIF are reported as transfers under Art. 1, para. 2, row 2.
(2) In the cases under par. 1 manager of the NHIF monthly basis after taking into account effected during the previous month approved payments compensated changes between indicators of art. 1, para. 2 row 1.1.3 and art. 1, para. 2, row 2.
§ 5. Reading of the amounts due in accordance with the requirement of Art. 24 pt. 6 of the Health Insurance Act of NHIF budget to the budget of the National Revenue Agency takes place at the end of each calendar month at the rate of 0.2 per cent of the funds raised in the previous month health insurance contributions. The funds are reported as transfers between budget accounts Art. 1, para. 2, row 2.
§ 6. Supervisory Board of NHIF may decide that revenue from the sale of fixed assets to be used for the acquisition of such assets over the approved cost of art. 1, para. 2 series 1.3.
§ 7. (1) In 2015, the funds for medicines under Art. 4 pt. 1 of the Veterans and art. 15, para. 1 and 2 of the Veterans and War, and target resources for diagnosis and treatment in hospitals assistance to persons who have no income and / or personal property to provide them with personal participation in the health insurance process under Decree № 17 Council of Ministers of 2007 laying down the procedures for spending the funds targeted for diagnosis and treatment in hospitals assistance to persons who have no income and / or personal property to provide them with personal participation in the health insurance process (prom. SG. 13 of 2007 .; amend. and suppl., SG. 16 of 2008, pcs. 13 2009 n. 29 of 2011, pcs. 2 2014 .) are at the expense of the state budget and are paid by the social assistance Agency by NHIF.
(2) Social Assistance Agency translates NHIF money to pay the stated amounts of pharmacies contracted with NHIF for medicinal products granted to war veterans, Veterans and War.
(3) The Agency for Social Assistance translates NHIF target resources to diagnose and treatment in hospitals assistance to eligible persons under Decree № 17 of the Council of Ministers of 2007 laying down the procedures for spending target resources for diagnosis and treatment in hospitals assistance to persons who have no income and / or personal property to provide them with personal participation in the health insurance process.
§ 8. National Health Insurance Fund filed through the Council of Ministers in the National Assembly a report on the ongoing implementation of the NHIF budget, which contains information for the first half of 2015 and information about the expected performance for 2015
§ 9. The Supervisory Board of NHIF may decide to advance spending on art. 1, para. 2 series 1.4 "Reserve, including unforeseen and urgent expenses" for health insurance payments for primary outpatient care - up to 5000 thousand. § 10. In the Health Insurance Act (prom. SG. 70 of 1998 .; amend. 1. In art. 15, para. 1, p. 5 finally adds "as well as the activities of the directors of the Regional Health Insurance Funds, including performance art. 44a '.
2. In art. 24:
a) Point 4 is repealed;
B) paragraph 5 is amended as follows:
"5. investment costs for the needs of NHIF without acquisition of immovable property; ". 3
. In art. 29, para. 3:
a) Section 5 is amended as follows:
"5. medicinal products, medical devices and dietary foods for special medical purposes intended for home treatment on the territory of the country; "

B) in item. 5a after the word "articles" a comma and added "applied in hospital care";

4. In art. 71 after the words "RHIF" insert "including the implementation of the provisions of art. 44a '.

6. In art. 73 create par. 5 and 6:
"(5) The activities of medical assistance in the execution of contracts under Art. 59 para. 1 subject to auditing by the control bodies of the Regional Health Insurance Fund and the Ministry of Health.
(6) Financial inspectors supervise the implementation and reporting of agreed with NHIF activities under par. 5 of medical and / or dental care regulated by the NFA. "
§ 11. The medical institutions that after December 31, 2014 have been first authorized to operate under Art. 48, para. 1 of the medical institutions and medical institutions, whose permission to work included new activities after December 31, 2014, may not conclude in 2015, contracts or additional agreements with NHIF for the relevant activities.
§ 12. The implementation of the law is assigned to the governing bodies of the National Health Insurance Fund.
§ 13. This Act shall enter into force on January 1, 2015
