Paragraph only. In art. 13, para. 1 creating a new item 18:

"18. contracts for services, supplies or works concluded by the contracting authority under art. 5, al. 2, s. 1-13 and al. 4, paragraph 1, relating to the construction of civil engineering constructions of the type prevents for the protection of the State border. "
