DECREE NO. 3,666, OF November 20, 2000.

Promults the Agreement between the Government of the Federative Republic of Brazil and the Government of the Russian Federation on Cooperation in the Protection Area of Animal Health, celebrated in Brasilia, on April 23, 1999.

THE PRESIDENT OF THE REPUBLIC, in the use of the assignment that confers it on art. 84, inciso VIII, of the Constitution,

CONSIDERING that the Government of the Federative Republic of Brazil and the Government of the Republic of Russia have concluded, in Brasilia, on April 23, 1999, an Agreement on Cooperation in the Protection Area of Animal Health;

CONSIDERING that the National Congress has approved this Agreement through Legislative Decree No. 103 of May 25, 2000;

CONSIDERING that the Agreement entered into force on October 19 of 2000,

DECRETA:

Art. 1º The Agreement between the Government of the Federative Republic of Brazil and the Government of the Russian Federation on Cooperation in the Area of Animal Health Protection, celebrated in Brasilia, in 23 of April 1999, aped by copy to the present Decree, will be executed and fulfilled as entirely as it contains.

Art. 2º Are subject to the approval of the National Congress any acts that may result in revision of the said Agreement, as well as any supplementary adjustments which, pursuant to art. 49, inciso I, of the Federal Constitution, carries gravy charges or commitments to the national heritage.

Art. 3º This Decree takes effect on the date of its publication.

Agreement between the government of the Federative Republic of Brazil and the Government of the Republic of Russia

About Cooperation in the Area of Animal Health Protection

The Government of the Federative Republic of Brazil and

The Government of the Russian Federation (henceforth designated ? parts?),

Wishing to establish mutually advantageous cooperation to prevent the spread of one country to another, eradicate and prevent the spread of disease from animals and protect the health of the population,

Aspiring to apply balanced sanitary measures and to avoid unwarranted obstacles to the bilateral trade of animals and products of animal origin,

Wake up the following:

Article I

The parties will develop cooperation for the protection of animal health in the following forms:

a) will adopt the necessary measures to prevent the spread of disease infectious from the territory of a country to the territory of the other country when the transport of animals, products and raw materials of animal origin, as well as animal feed;

b) shall establish standards sanitary-veterinarians for export, import and transit of animals, products and raw materials of animal origin, as well as feed;

c) will exchange monthly bulletins on discerning contagious diseases of animals in the territories of their respective countries, as well as from the specialist literature on veterinary, with a view to the prevention and eradication of infectious diseases;

d) exchange, where necessary, information on the measures for the combat and prophylaxis of infectious diseases of animals, including those for the temporary suspension of the trade of animals and products of animal origin;

and) they will exchange, where necessary, delegations to fulfillments of encounters, seminars and joint stages;

f). will inform, one to the other, of changes in their national veterinary legislation with a view to facilitating the bilateral trade in animal products;

Article II

The executors of this Agreement will be, from the Brazilian Party, the Ministry of Agriculture and Supply and, of the Russian Party, the Ministry of Agriculture and Food.

Article III

Each of the Parties will bear the costs themselves arising from participation in the events provided for by this Agreement.

Article IV

1.This Agreement may be amended or supplemented by mutual agreement between the Parties.

2.All divergences as to the interpretation or implementation of this Agreement shall be resolved by means of negotiation between the Parties.

Article V

1.Each Party shall notify the other of the fulfilment of the respective internal legal formalities for the entry into force of this Agreement, which shall henpart validity upon receipt of the second notification.

2.This Agreement shall have the validity of 1 (one) year, automatically extended for an equal period, unless one of the Parties decides to communicate to the other Party, in writing, in advance of minimum 6 (six) months of expiry of the validity, its intention to denounce it.

Made in Brasília, on April 23, 1999, in two copies, in the Portuguese, Russian and English languages. In the event of a divergence of interpretation of the clauses of this Agreement, the text in English shall prevail.
