DECREE OF December 12, 2003.

Cria Interministerial Working Group with the purpose of analyzing Brazil's participation in the Global System of Commercial Preferences between Developing Countries-SGPC, and gives other arrangements.

THE PRESIDENT OF THE REPUBLIC, in the use of the assignment that confers it on art. 84, inciso VI, paragraph (a) of the Constitution, and

Whereas the Committee of the Participating Countries of the Agreement on the Global System of Commercial Preferences between Developing Countries-SGPC, gathered in the city of Geneva, Switzerland, on the December 9, 2003, decided by the beginning of the work with the aim of evaluating the launch of the Third Round of Negotiations, under the framework of the said Agreement;

Considering the importance of enhance the mechanisms of cooperation among developing nations, as a factor for the increment of South-Sule;

DECRETA:

Art. 1º Stay created the Group Interministerial Work with the purpose of analyzing the participation of Brazil in the Global System of Commercial Preferences between Developing Countries-SGPC, in particular the following aspects:

I-evaluate the Brazilian contributions in the previous trading rounds;

II-identify new products that can be traded, as well as priority markets;

III-examine methods and modalities to be used in the eventual new round of negotiation;

IV-examine the possibility of negotiating concessional agreements with countries of minor relative development, taking into account Articles 9 (extension of concessions) and 17 (special treatment for least developed countries) of the SGPC Agreement.

Art. 2º The Interministerial Working Group will be composed:

I-by the Under-Secretary-General for Economic and Technological Affairs of the Ministry of Foreign Affairs, which the will coordinate;

II-by the Director of the Economic Department of the Ministry of Foreign Affairs, who will be your Executive Secretary; and

III-by a representative of each body to follow indicated:

a) Ministry of Agriculture, Livestock and Supply;

b) Ministry of Science and Technology;

c) Ministry of Agrarian Development;

d) Ministry of Development, Industry and Foreign Trade;

e) Ministry of Finance;

f) Ministry of Planning, Budget and Management; and

g) Civil House of the Presidency of the Republic.

§ 1º The members, holder and deputy, of the Working Group shall be designated by the Minister of State for Foreign Affairs, upon a proposal by the Ministers of State to that they are subordinate.

§ 2º The Under-Secretary-General for Economic and Technological Affairs of the Ministry of Foreign Affairs will be able to appoint representative to replace him in the coordination of the Working Group Interministerial.

Art. 3º The Interministerial Working Group will be able to apply for cooperation and invite representatives of other bodies or public entities, to participate in the meetings and discussions of the Collegiate.

Art. 4º The Inter-ministerial working group will be able to establish forms and channels of collaboration with entities from the academic community, the third sector and the private initiative, which have an interest direct on the theme of the SGPC.

Art. 5º The Interministerial Working Group is to present to the Minister of State for Foreign Affairs, within one year, report contemplating proposals and actions that should be implemented.

Art. 6º The participation in the Inter-ministerial Working Group will be considered to be providing relevant services and will not be remunerated.

Art. 7º This Decree comes into force on the date of its publication.
