DECREE NO. 8,205, OF March 12, 2014

Disposes on the assignments of the Cargos of Technical Activities of Laboratory Technical Supervision of Laboratory Technician, Agrolivestock Activities Agent, Sanitary and Industrial Inspection Agent of Animal Source Products, Auxiliary of Laboratory and Operational Auxiliary in Agrohusbandry, of the Framework of Staff of the Ministry of Agriculture, Livestock and Supply.

THE CHAIRPERSON OF THE REPUBLIC, in the use of the assignment that confers it on art. 84, caput, inciso IV, of the Constitution, and with a view to the provisions of the art. 1º, single paragraph, inciso I, and art. 70, § 1º, of Law No. 11,357, of October 19, 2006,

DECRETA:

Art. 1º This Decree has on the assignments of the effective posts of Technical Supervisory Activities of Laboratory Technician of Laboratory Technician, Agrolivestock Activities Agent, Sanitary Inspection Agent and Product of Origin Products Animal, Laboratory Auxiliary, Operational Auxiliary in Agrohusbandry, of the personnel framework of the Ministry of Agriculture, Livestock and Supply, of which they treat Law No. 5,645 of December 10, 1970, Law No. 10,484 of July 3, 2002, the Law No. 11,090 of January 7, 2005, Law No. 11,344 of September 11, 2006, Law No. 11,357 of October 19, 2006, Law No. 11,784 of September 22, 2008, and Law No. 12,277 of June 30, 2010.

Art. 2º To the effective post of Laboratory Technician of the Ministry of Agriculture, Livestock and Supply, of a specialized nature, with medium level technical training, it is up to the execution of technical activities in the laboratories of the network officer, related to:

I-the sanity of plant populations;

II-the health of animal rebaths;

III-the idoneity of inputs and services used in agri-breeding; and

IV-the identity and hygienic and technological safety of agri-products endings intended for consumers.

Art. 3º Are assignments from the job of Laboratory Technician:

I-carry out trials and analysis on samples for diagnosis of animal and plant diseases;

II-perform chemical, physico-chemical, biochemical, bromatological, and microbiological analysis on samples of products and by-products intended for human and animal feeding;

III-perform chemical, physico-chemical and microbiological testing and analysis on samples of veterinary use, agrotoxic, fertilizer, corrective, inoculant and related products;

IV-perform assays and analysis on samples of animal and plant multiplication material;

V-perform assays and analysis on samples of residues and contaminants in products and by-products of animal and plant origin;

VI-carry out research, development and validation of methods linked to animal and plant health safety, metrology and safety of the food;

VII-participate in staff responsible for evaluations and audits carried out in the official and accredited laboratories;

VIII- carry out the operation, calibration and maintenance of laboratory equipment and facilities;

IX-carry out sampling, protocol and maintenance of samples for laboratory analysis;

X-implement and carry out the maintenance of quality management systems in the labs;

XI-run and maintain the biosafetic procedures laboratory; and

XII-carry out prior and complementary treatments of laboratory waste.

Art. 4º To the effective post of Agrolivestock Activities Agent of the Ministry of Agriculture, Livestock and Supply, specialized nature, with a medium level technical training, it is up to the execution of technical-operational tasks of guidance, control, studies and execution of works pertaining to agri-animal surveillance, respected the limits of the vocational training required for the post and the custodial assignments of other posts, related to:

I-the sanity of plant populations;

II-the health of animal flocks;

III-the idoneity of the inputs and services used in the agri-livestock; and

IV-the identity and the hygienic and technological safety of the final agri-products.

Art. 5º Are assignments from the job of Agrolivestock Activities Agent:

I-perform the inspection, surveillance, classification and control of plant products and byproducts, inputs and services agrolivestock according to that provided for in the standards and procedures of the Ministry of Agriculture, Livestock and Supply;

II-perform the inspection and supervision of plant products and by-products in trade, ports, airports, border crossings and too many customs places;

III-participate in research, experimentation, fostering, development, rural extension and teaching agricultural;

IV-ensure the safety of food, animal health and plant sanity;

V-issue documents for transit in the territory national agri-products;

VI-carry out supervisory and technical audit actions in the establishments that benefit, produce, industrialize, store or market products vegetables;

VII-elaborated studies of technical feasibility, assessments and surveys with views to the deployment of agri-breeding projects;

VIII- scrutinize establishments accredited by the Ministry of Agriculture, Livestock and Supply;

IX-check the self-control programs in the establishments that benefit, produce, industrialize or store products of vegetable origin;

X-collect samples of products and by-products of vegetable origin, inputs, of their preparation, of packaging and shipment; and

XI-coordinate and guide auxiliary teams.

Art. 6º To the effective post of Sanitary and Industrial Inspection Agent of Animal Origin Products of the Ministry of Agriculture, Livestock and Supply, of a specialized nature, with medium level technical training, it is up to the execution of technical-operational activities of federal agri-taxation, related to the identity and hygienic and technological safety of products of animal origin intended for consumption, respected the limits of vocational training required for the office and the custodial assignments of other posts.

Art. 7º Are assignments from the post of Sanitary Inspection Agent and Animal Source Products Industrial:

I-perform technical-operational activities in the areas of:

a) surveillance and sanitary and industrial inspection, classification and control of products and by-products of animal origin, inputs and animal husbandry services; and

b) surveillance, inspection and control of the transit of products and by-products of animal origin, at ports, airports, border crossings and too many customs sites;

II-scrutinize meat establishments and derivatives, of milk and derivatives, of fished and derived, eggs and derivatives, honey and bee wax, their products and byproducts;

III-acting on the inspection ante mortem and post mortem dos slaughter animals;

IV-issue documents required for transit in the national territory of agri-livestock products;

V-participate in supervisions and technical-tax audits, observed assignments related to the post, in the establishments that benefit, produce, industrialize, store or market products of animal origin;

VI-acting in the classification of honey, wax and too many products and by-products and establish fate as per specific legislation;

VII-proceed to verification, inspection and transit control of products of animal origin, their by-products and agrolivestock inputs;

VIII-apprehended, preventively, the products of animal origin, its by-products and inputs agrolivestock, when at odds with the legislation, to wash the term of apprehension and to communicate the occurred to the authority responsible for the lavrature of the infringement self and the continuity of the administrative procedure;

IX-check the application of interdiction measures, seizure, sequestration, destruction of animals, of their products and byproducts, and of the packaging and packaging materials;

X-check the application of quarentenary procedures;

XI-check the programs of self-control in the establishments that benefit, produce, industrialize or storing products of animal origin;

XII-collect samples of products and by-products of vegetable origin, inputs, from its preparer, packaging and shipping; and

XIII-coordinate and guide auxiliary teams.

Art. 8º To the effective post of Laboratory Auxiliary of the Ministry of Agriculture, Livestock and Supply personnel framework, with fundamental or equivalent level training, it is up to the execution of operational activities involving ancillary tasks related to the routines of the official network of laboratories, respected the custodial assignments of other posts.

Art. 9º Are assignments of the job of Laboratory Auxiliary:

I-perform ancillary operational activities in the routines of laboratories;

II- assist in the implementation and maintenance of quality management systems in the laboratories;

III-assist in the execution and maintenance of the laboratory biosafeing procedures; and

IV-carry out prior and complementary treatments of laboratory waste.

Art. 10. To the effective post of Operational Auxiliary in Agropecuaria of the Ministry of Agriculture, Livestock and Supply personnel framework, with fundamental or equivalent level training, it is up to the execution of operational activities, involving tasks auxiliaries in simple agrolivestock work, respected the privative assignments of other posts, related to:

I-the sanity of plant populations;

II-the health of animal herds;

III-the suitability of the inputs and services used in the agrolivestock;

IV-a identity and the hygienic and technological security of the final agri-products.

Art. 11. It is assignment of the Operational Auxiliary office in Agropecuaria to perform ancillary operational activities in the areas of:

I-inspection, surveillance and control of the products and byproducts of animal and plant origin, inputs and agri-industrial and agroindustrial services;

II-inspection, classification and control of animal and plant origin products and by-products, at ports, airports, border crossings and too many customs sites;

III-agri-surveillance of imports, exports and customs transit of animals, vegetables, inputs, inclusive food for animals, and products of animal and plant origin, in ports, airports, border crossings and special fertilizers;

IV-classification of imported plant products and product classification supervision vegetables, by-products and waste of economic value;

V-inspection of animals and vegetables, products and derivatives of animal and vegetable origin, parts of vegetables, plant generic materials and animals, and inspection of fodder, boxes, boxes, packaging materials and packaging, products for animal feed, veterinary and agrotoxic products, their components and related; and

VI- agrolivestock technical assistance, research and rural development.

Art. 12. Act of the Minister of State for Agriculture, Livestock and Supply will be able to have about the detailing of the assignments of the posts of which he treats this Decree.

Art. 13. This Decree comes into effect on the date of its publication.
