DECREE OF July 16, 2002

Institutes the Committee of the River Basin of the Paranaíba River, located in the states of Goiás, Minas Gerais, Mato Grosso do Sul and in the Federal District, and gives other arrangements.

THE PRESIDENT OF THE REPUBLIC, in the use of the assignment that gives him the art. 84, inciso IV, of the Constitution, and with a view to the provisions of the Laws n 9,433, of January 8, 1997, and 9,984, of July 17, 2000,

D E C R E T A:

Art. 1º It is established the Committee of the Basin Hydrographic of the Paranaíba River, collegiate body, with normative, deliberative and consultative assignments within the framework of the respective watershed, linked to the National Council of Water Resources pursuant to the CNRH Resolution No. 5 of April 10 from 2000.

Single paragraph. The acting area of the Committee of the River Basin of the Paranaíba River, Union domain river, located in the states of Goiás, Minas Gerais, Mato Grosso do Sul and in the Federal District, is defined by the geographical boundaries of the River watershed Paranaíba, bounded by the drainage area with its located mouth, in scale 1:1.000.000, in the coordinates 51º00 ` west longitude and 20º 05 ` latitude south.

Art. 2º The Committee of the River Basin of the Paranaíba River will be composed by representatives:

I-of the Union;

II-of the states of Goiás, Minas Gerais, Mato Grosso do Sul and of the Federal District;

III-of the Municipalities situated, in whole or in part, in their area of acting;

IV-of the users of the waters of their area of acting; and

V-of the civil entities of water resources with proven acting in the basin.

§ 1º The number of representatives, holders and alternates, of each sector mentioned in this article, as well as the criteria for their choice and referral, will be established in the internal regiment of the Committee, limited the representation of the Executive Powers of the Union, of the States, of the District Federal and of the Municipalities at half of the total members.

§ 2º The process of choosing the members of the Committee will be public, with ample and prior disclosure.

Art. 3º The functioning of the Basin Committee Hydrographic of the Paranaíba River will be defined by its internal regiment, in accordance with the precepts of Law No. 9,433, of January 8, 1997, and of the Resolution CNRH No. 5, of 2000.

Single paragraph. The internal regiment of the Committee will be approved by its members and published in the Official Journal of the Union.

Art. 4º The meetings of the Committee will be public, being its widely publicized convocation.

Art. 5º This Decree takes effect on the date of its publication.
