DECREE NO. 5,579, OF November 10, 2005.

Promulga the Agreement between the Government of the Federative Republic of Brazil and the Government of the Republic of Panama on Cooperation between the Diplomatic Academies of Both Countries, celebrated in Brasília, on August 21, 2001.

THE PRESIDENT OF THE REPUBLIC, in the use of the assignment that confers you the art. 84, inciso IV, of the Constitution, and

Considering that the Government of the Republic Federative of Brazil and the Government of the Republic of Panama celebrated in Brasília, on August 21, 2001, an Agreement on Cooperation between the Diplomatic Academies of Both Countries;

Whereas the National Congress passed this Agreement through the Legislative Decree no 920, from 15 of september 2005;

Considering that the Agreement entered into force internationally in 5 of November 2005, in the terms of its Article VIII;

DECRETA:

Art. 1º The Agreement between the Government of the Federative Republic of Brazil and the Government of the Republic of Panama on Cooperation between the Diplomatic Academies of Both Countries, celebrated in Brasilia, on August 21, 2001, apensed by copy to the present Decree, will be executed and fulfilled as entirely as it contains.

Art. 2º They are subject to National Congress approval any acts that may result in revision of the said Agreement, as well as any supplementary adjustments which, pursuant to art. 49, inciso I, of the Constitution, carries charges or gravy commitments to the national heritage.

Art. 3º This Decree goes into effect on the date of its publication.

AGREEMENT BETWEEN THE GOVERNMENTS OF THE FEDERATIVE REPUBLIC OF BRAZIL AND OF THE

REPUBLIC OF PANAMA ON COOPERATION BETWEEN THE ACADEMICS

DIPLOMATIC from both countries

The Government of the Federative Republic of Brazil

and

The Government of the Republic of Panama

(henceforth called "Contracting Parties"),

Decided to subscribe to the following Cooperation Agreement with views to favour a better formation and empowerment of outward service personnel from both countries and the development of the research tasks of their own.

ARTICLE I

THE Institute Rio Branco and the Diplomatic Academy of Panama will maintain an active exchange of information about their respective programs of studies, courses, seminars and other academic activities that develop.

ARTICLE II

The said institutions will interchange substantive information on the subjects and specialties necessary for the formation and empowerment of the diplomatic personnel of both the countries, in the context of the process of globalization and its repercussions on politics and the state.

ARTICLE III

The said institutions will facilitate the exchange of professors, lecturers, experts and researchers in the areas of interest to both institutions, in order to dissert on subjects of their specialty, as well as students of their respective Academies.

The materialization of this exchange will improve upon prior consultation through the corresponding diplomatic channels.

ARTICLE IV

The said institutions will hold consultations and organize courses and seminars, which if will perform alternately in Brasilia and Panama.

ARTICLE V

The quoted institutions will facilitate the exchange of their publications and journals, as well as from others public and private institutions of the respective countries. In that respect, the respective libraries and documentation and informatics centres will seek the mechanisms for lograting an effective system of communication and cooperation.

ARTICLE VI

The respective institutions will interchange information and coordinate their participation in meetings of regional and world organizations that group the academies and institutes of training of diplomats and university institutions linked to international relations. It will stimulate in a special manner the collaboration with the Meeting of Directors of Diplomatic Academies of Latin America and the Caribbean States (ADALC).

ARTICLE VII

Within the milestone of the objectives expressed in this Agreement, meetings will be able to be held between authorities of both institutions in Brasilia or in Panama.

ARTICLE VIII

The present Agreement will enter into force on the 30 th (thirtieth) day after there is the Brazilian Part communicated to the Panamanian Party that its internal procedures have been completed. The Agreement will take effect for 3 (three) years, renewable automatically for equal period, unless express notification of one of the Contracting Parties, which is to communicate to the other at least 90 (ninety) days before the date of its due.

ARTICLE IX

The present Agreement could be modified by exchange of diplomatic notes, upon understanding between the Contracting Parties, entering into the amendment in force in the form of the Article VIII.

ARTICLE X

The present Agreement could be denounced by any of the Contracting Parties upon notification by way of diplomatic. The complaint will take effect 90 (ninety) days after the date of receipt of the notification.

Made in Brasília, on August 21, 2001, in two original copies, in the Portuguese and Spanish languages, being both texts being equally authentic.
