DECREE NO. 5,619, OF December 14, 2005.

Authorizes the Special Human Rights Office of the Presidency of the Republic to conclude Amisty Composition Agreement with views to the closure of cases in the 12,426 and 12,427 in tramite before the The Inter-American Commission on Human Rights.

THE VICE PRESIDENT OF THE REPUBLIC, in the exercise of the post of PRESIDENT OF THE REPUBLIC, using the assignments that gives him the art. 84, inciso IV, of the Constitution, and

Considering that the Brazilian Government deposited the letter of accession to the American Convention on Human Rights on September 25, 1992, passed by the Legislative Decree no 27/92, and promulgated by the Decree no 678, of November 6, 1992;

Considering the possibility of closure, by way of friendly solution, of cases in the 12,426 and 12. 427, named "Emasculated Boys of the Maranhão", in tramway before the Inter-American Commission on Human Rights of the Organization of American States-CIDH-OEA;

Considering the effective participation of the State of the Maranhão in the process of friendly solution, in the milestone of the constitutional apportionment of competences among federative people; and with views to the full redress of victims of breach of obligations resulting from adherence to international human rights protection treaties;

DECRETA:

Art. 1º Stay authorized the Special Secretary for Human Rights of the Presidency of the Republic to promote the issues required for negotiation, signature and the adimplement of Friendly Composition Agreement with views to the closure of cases in the 12,426 and 12,427, in tramway before the Inter-American Commission on Human Rights.

Single paragraph. Representative of the Government of the State of Maranhão will be able to firm up the envisaged Agreement in the caput.

Art. 2º This Decree comes into effect on the date of its publication.
