DECREE NO 5,825, DE June 29, 2006.

Establishes the guidelines for elaboration of the Integrants Development Plan of the Carrier Plan of Technical-Administrative Cargoes in Education, instituted by Law No 11,091 of January 12, 2005.

THE PRESIDENT OF THE REPUBLIC, in the use of the attribution conferring you the art. 84, inciso IV, of the Constitution, and in view of the provisions of § 2nd Art. 24 of Law No 11,091 of January 12, 2005,

DECRETA:

Art. -First, established guidelines for the elaboration of the Development Plan of the Members of the Carrier Plan of Technical-Administrative Cargoes in Education, instituted by Law No 11,091 of January 12, 2005, at each Federal Institution of Education-IFE linked to the Ministry of Education.

Art. 2nd The elaboration of the Integrant Development Plan of the Carrier Plan of the Technical-Administrative Offices in Education will observe the principles and guidelines set out in art. 3rd of Law No 11,091, 2005, and yet:

I-technical cooperation between public educational institutions and research ones and those with the Ministry of Education ;

II-co-responsibility of the leader of the IFE, the leaders of the academic units and administrative, and in the area of people management by career management and the Integrants Development Plan of the Technical Carrier Plan-Administrative Carrier in Education ; and

III-appropriateness of the personnel framework to institutional demands.

Art. 3rd For the purposes of this Decree, the following concepts apply:

I-development: continued process that aims to broaden the knowledge, capabilities and abilities of the servers in order to enhance their functional performance in meeting the institutional objectives ;

II-capacitation: permanent and deliberate process of learning, which uses actions of improvement and qualification, with the purpose of contributing to the development of institutional skills, through the development of individual skills ;

III-formal education: education offered by formal educational systems, by means of institutions public or private, at the different levels of Brazilian education understood as basic education and higher education

IV-improvement: learning process, based on teaching-learning actions, which updates, deepens knowledge and complements the professional training of the server, with the goal of making it fit to develop its activities, in view of conceptual, methodological and technological innovations ;

V-qualification: learning process based on formal education actions, by means of which the server acquires knowledge and skills, in view of the institutional planning and the development of the career server ;

VI-performance: execution of activities and fulfillment of previously paced goals between the career occupant and IFE, with views within the range of institutional goals ;

VII-performance evaluation: managerial instrument that allows the administrator to mentor the results obtained by the server or by the work team, upon objective criteria arising from the institutional goals, previously paced with the working team, considering the quality of user service quality defined by the IFE, for the purpose of subsidizing the policy of institutional development and server ;

VIII-dimensioning: process of identification and quantitative and qualitative analysis of the strength of work required to meet the institutional objectives, considering the technological innovations and modernization of work processes within the IFE ;

IX-allocation of posts: process of distribution of posts based on dimensioning criteria objectives, beforehand, defined and expressed in an array, targeting institutional development ;

X-matrix of allocation of posts: set of quantitative variables which, by means of formula mathematics, translates the optimal distribution of the Technical-Administrative Cargs in the IFE ;

XI-labor force: set formed by the people who, regardless of their bond of work with IFE, develon technical-administrative and managerial activities ;

XII-working team: IFE workforce pool that carries out related activities and complementary ;

XIII-career occupant: effective server belonging to the IFE framework that takes charge of the Plan of Carrier of Technical-Administrative Cargoes in Education ; and

XIV-work process: sequenced set of actions that organize the activities of the force of work and the use of the means of work, aiming at the fulfilment of the institutional goals and targets.

Art. 4th The Integrants Development Plan of the Carrier Plan Technical-Administrative in Education will be defined, aiming to ensure:

I-the strategic function of the career occupant within the IFE ;

II-the appropriation of the work process by career occupants by inserting them as subjects in the institutional planning ;

III-the enhancement of the work process, transforming it into collective and domain knowledge public ;

IV-the collective construction of solutions for institutional issues ;

V-the critical reflection of career occupants about their performance with respect to goals institutional ;

VI-the administration of personnel as an activity to be carried out by the people's management body and the other units of the IFE administration ;

VII-the identification of need for personnel, including redeployment, readaptation and redistribution of the workforce of each organizational unit ;

VIII-the institutional conditions for empowerment and evaluation that make it feasible to improve the quality in the proviso of services, in the fulfilment of institutional objectives, the development of the potentials of career occupants and their professional achievement as citizens ;

IX-the performance evaluation as a process that takes into account the assessment carried out by the force of work, the work team and the IFE and which will have the result accompanied by the external community ; and

X-the integration between organizational environments and the different areas of knowledge.

Art. 5th The Integrants Development Plan of the Carrier Plan of the Cargoes Technical-Administrative in Education will be linked to the Institutional Development Plan of each IFE, as defined in art. 24 of the Act No. 11,091, 2005, and should contemplate:

I-dimensioning of the institutional needs of personnel, with definition of allocation models of vacancies that contemplate the reality of the institution ;

II-Capaciation and Improvement Program ; and

III-Performance Assessment Program.

§ 1st The actions of planning, coordination, execution and evaluation of the Development Plan Members of the Technical Carrier-Administrative Carrier in Education are the responsibility of the maximum leader of the IFE and the heads of academic and administrative units in conjunction with the people's management unit.

§ 2nd The people management unit should take over the management of the programmes linked to the Integrant Development Plan of the Carrier of the Technical-Administrative Carrier in Education.

§ 3rd In each IFE, the Development Plan of the Carrier Integrants of the Carrier Technical-Administrative in Education will be accompanied and scrutinized by the Internal Supervisory Commission, as laid out in § 3rd Art. 22 of the Act No. 11,091, 2005.

Art. 6th The dimensioning of institutional needs of personnel, objecting to establish the matrix of allocation of posts and define the criteria for distribution of vacancies, will give it upon:

I-the analysis of the personnel framework, including with regard to age composition and health occupational ;

II-the analysis of the organizational structure of the IFE and its competencies ;

III-the analysis of the processes and working conditions ; and

IV-the technological conditions of the IFE.

Single Paragraph. In order to comply with the established in the caput, the following actions should be adopted:

I-identification of the work force of the IFE and its composition as established in this Decree ;

II-description of the activities of sectors in relation to organizational environments and strength work ;

III-description of technological and working conditions ;

IV-identification of the form of planning, evaluation and the level of capacity-building from IFE ;

V-analysis of the work processes with indication of rationalization needs, democratization and adaptation to technology

VI-identification of the need for redefinition of the organizational structure and the skills of the units of the IFE ;

VII-application of the office allocation matrix and too much criteria for the establishment of the real need for workforce ;

VIII-comparison between the existing workforce and the identified need, in order to propose adjustments ;

IX-internal redeployment of personnel with views to the adjustment of the workforce to the allocation matrix of posts ; and

X-identification of the need for public tender tender in order to meet demands institutional.

Art. 7th The Capaciation and Improvement Program will be aimed at:

I-contribute to the development of the server, as a professional and citizen ;

II-empower the server for the development of public management actions ; and

III-empower the server for the exercise of activities in an articulated manner with the social function of the IFE.

Single Paragraph. The Capacitation and Improvement Program is to be implemented in the following development lines:

I-initiation to public service: aims at the knowledge of the function of the State, the specificities of public service, the mission of the IFE and the public server conduct and its integration into the institutional environment ;

II-general training: aims at the server information set offer on the importance of the professional aspects linked to the formulation, planning, execution, and control of institutional targets ;

III-formal education: aims at the implementation of actions that contemplate the various levels of education formal ;

IV-management: aims for the preparation of the server for the development of management activity, which should if it is in prerequisite for the exercise of manager roles, coordination, advising and direction ;

V-inter-relationship between environments: aims to empower the server for the development of related activities and developed in more than one organizational environment ; and

VI-specific: aims to empower the server for the performance of activities linked to the organizational environment in which you act and the job you occupy.

Art. 8th The Performance Evaluation Program will be aimed at promoting development institutional, subsidizing the definition of guidelines for people's management policies and ensuring the improvement of the quality of services provided to the community.

§ 1st The result of the Performance Evaluation Program should:

I-provide indicators that subsidize strategic planning, aiming for the development of personal IFE ;

II-to provide favourable conditions for the improvement of working processes ;

III-identify and evaluate the collective and individual performance of the server, considered as the working conditions ;

IV-subsidizing the elaboration of the Capaciation and Improvement Programs, as well as the dimensioning of the institutional needs of personnel and occupational health policies ; and

V-afering the merit for progression.

§ 2nd The Performance Evaluation Program, as a pedagogical, collective, and participatory process, will cover, in an integrated manner, the assessment:

I-of IFE's actions ;

II-of the activities of the work teams ;

III-of working conditions ; and

IV-of the individual activities, including those of the managers.

§ 3rd The instruments to be used for the performance evaluation should be structured, with basis in the principles of objectivity, legitimacy and advertising and in the adequacy of the process to the objectives, methods and results set out in this Decree.

Art. 9th Application of the performance evaluation process should occur at a minimum once per year, or in steps required to compose the annual assessment in order to meet the functioning dynamics of IFE.

Art. 10. You will participate in the evaluation process all the members of the work team and users as set out in the single paragraph.

Single Paragraph. It will be up to the IFE to organize and regulate systematic and permanent forms of user participation in the evaluation of the services provided, based on the quality standards in fulfillment by it established.

Art. 11. This Decree shall enter into force on the date of its publication.
