DECREE OF May 3, 2006 (*)
Cria, within the scope of the Special Registry of the Human Rights of the Presidency of the Republic, the National Forum of Police Ouvidors.
THE PRESIDENT OF THE REPUBLIC, in the use of the attribution conferring you the art. 84, inciso VI, paragraph "a", of the Constitution, and in view of the provisions of the Act No 10,683 of May 28, 2003,
Art. 1º It is set up, within the framework of the Special Bureau of Human Rights of the Presidency of the Republic, the National Forum of Police Ouviders.
Art. 2º The National Forum of Police Ouviders will have the following assignments:
I-offer suggestions aimed at the institutional outreach of police bodies, in what it says respect for promoting and protecting human rights ;
II-suggest the creation of tools that qualify the surveillance and monitoring of denunciations of the practice of unlawful or arbitrary acts imputed to public security and social defence operators ;
III-propose measures for the improvement and strengthening of autonomous police ouvidories and independent, in each State ; and
IV-stimulate the creation of police ouglers, where they do not yet exist.
Art. 3º The National Forum of Police Ouvidors will be composed of police ouviders from the federal, state and Federal District spheres.
§ 1º Integrates the National Forum of Police Ouviders the police ouviders, without any bond, present or past, with the policemen, tasked with receiving:
I-denunciations concerning irregular and illegal acts or omissions, committed by operators of public security and social advocacy ; and
II-compliments or suggestions on the operation of the services of public security bodies and social defense.
§ 2º For the purposes of this Decree, public safety and defence operators are considered social the federal police officers, civilians, military and military firefighters.
§ 3º The members of the Police Ouvidors Forum will be assigned in act of the Special Secretary of the Humanitarian Rights-National
Art. 4º The National Forum of Police Ouviders will have at the very least two annual meetings, which will be convened by the Special Secretary for Human Rights.
§ 1º The National Forum of Police Ouviders will be able to invite, to attend its meetings representatives of federal, state, municipal, and federal public bodies and the Federal District, as well as private human rights entities.
§ 2º The National Bureau of Public Safety at the Ministry of Justice will have permanent seat in the meetings of the Forum.
Art. 5º The National Forum of Police Ouviders will have an Executive Coordinator and a Deputy Coordinator, chosen by their peers, both with a two-year tenure, and may be reconducted for equal period.
§ 1º The Coordinator-Executive will be tasked, among other tasks, to coordinate and prepare the meetings, draw up their minutes and forward the decisions of the National Forum of Police Ouvidors.
§ 2º The Deputy Coordinator will be in charge, among other assignments, of advising the Coordinator-Executive, as well as replacing it in your impediments.
§ 3º The performance of the functions of Coordinator-Executive, Coordinator-Deputy and other members, will considered to be of relevant public interest and will not be remunerated.
Art. 6º The administrative support of the National Forum of Police Ouviders will be provided by the Special Office of Human Rights.
Art. 7º This Decree shall enter into force on the date of its publication.
Art. 8º It is repealed the 1º Decree of June 1999, which creates at the Ministry of Justice the National Forum of Police Ouvidors.
