I do know that the NATIONAL CONGRESS has approved, and I, ANTÔNIO CARLOS MAGALHÃES, CHAIRMAN OF THE FEDERAL Senate, under the art. 48, item 28, of the Rules of Procedure, promulgated the following

LEGISLATIVE DECREE NO 181, DE 2000.

Approves the text (*) of the Agreement by Exchange of Notes, between the Government of the Federative Republic of Brazil and the Government of the United States of America for the Supply of North American Defense Material, celebrated in Washington, in 2 of June 2000.

THE NATIONAL CONGRESS

decrees:

Art. 1º The text of the Agreement by Exchange of Notes is hereby approved, between the Government of the Federative Republic of Brazil and the Government of the United States of America for the Supply of North American Defense Material, concluded in Washington, on June 2, 2000.

Single Paragraph. They shall be subject to the approval of the National Congress any acts amending the said Agreement, as well as any further adjustments which, in the terms of the art. 49, I, of the Federal Constitution, entail burdens or engraved commitments to national heritage.

Art. 2º The expression?continuous observation and assessment?, contained in the Paragraph d is understood in the sense that any control and monitoring procedure of military material can only be implemented in a cooperative and acceptable manner for both the countries and which will not be able to give an opportunity for American personnel to participate in operational activities carried out by the Brazilian Government, when defence equipment supplied under the said Agreement is used.

Art. 3º The commitments made in this Agreement by the Brazilian Party shall only be in effect from the acceptance, by the Government of the Federative Republic of Brazil, of separate offers of defence material made by the Government of the United States of the America.

Art. 4º This Legislative Decree shall come into force on the date of its publication.
