Promulga the Facultative Declaration predicted in art. 14 of the International Convention on the Elimination of All Forms of Racial Discrimination, recognizing the competence of the International Committee for the Elimination of Racial Discrimination to receive and analyse complaints of human rights violations covered in that Convention
THE PRESIDENT OF THE REPUBLIC, in the use of the attribution that confers you the art. 84, inciso IV, of the Constitution, and
Whereas by Decree No 65,810 of December 8, 1969, it was promulgated to International Convention on the Elimination of All Forms of Racial Discrimination, March 7, 1966 ;
Considering that the National Congress has approved, by means of Legislative Decree No. 57, 26 of April 2002, solicitation of Brazil to make the Facultative Declaration provided for in art. 14 of the International Convention on the Elimination of All Forms of Racial Discrimination, recognizing the competence of the International Committee for the Elimination of Racial Discrimination to receive and analyse complaints of human rights violations covered in the said Convention ;
Considering that the Declaration, recognizing the competence of the aforementioned International Committee for the Elimination of Racial Discrimination, was deposited with the Secretary-General of the United Nations on June 17, 2002 ;
DECRETA:
Art. 1º It is recognized, in full right and for an indefinite period, the competence of the International Committee for the Elimination of Racial Discrimination to receive and analyse complaints of human rights violations as provided for in art. 14 of the International Convention on the Elimination of All Forms of Racial Discrimination of March 7, 1966.
Art. 2º This Decree goes into effect on the date of its publication.
