DECREE NO 3,548, DE July 21, 2000.

Promulga the Agreement on Cultural Integration between the Government of the Federative Republic of Brazil and the Government of the Argentine Republic, concluded in Brasilia on November 10, 1997.

THE PRESIDENT OF THE REPUBLIC, in the use of the attribution that confers you the art. 84, inciso VIII, of the Constitution,

Considering that the Government of the Federative Republic of Brazil and the Government of the Argentine Republic celebrated, in Brasilia on November 10, 1997, an Agreement on Culture Integration ;

Considering that the National Congress has approved this Agreement by means of Legislative Decree No. 93, of October 18, 1999 ;

Considering that the Agreement entered into force on June 15, 2000, we will have it from your art. XV ;


Art. 1º The Agreement on Cultural Integration between the Government of the Federative Republic of Brazil and the Government of the Argentine Republic, concluded in Brasilia on November 10, 1997 ,apse by copy to this Decree, shall be executed and complied with not entirely as it contains.

Art. 2º They shall be subject to the approval of the National Congress any acts that may result in revision of the said Agreement, as well as any further adjustments which, pursuant to the art. 49, inciso I, of the Federal Constitution, carries burdens on record commitments to the national heritage.

Art. 3º This Decree shall enter into force on the date of its publication.

The Government of the Argentine Republic

(henceforth named as?Parts?),

Convinced that for the development of the culture in the two states is fundamental and necessary for a closer reciprocal knowledge and,

Animated by the democratic desire to incremental cultural integration between both states, making it increasingly firm the traditional friendship that unites Brazil and Argentina,

Woke the following:

Article I

Cooperation in Culture, Art and Language Teaching

1-The Parties undertake to foster cooperation and exchange between institutions and cultural agents of each state.

2-With this goal, each Party will support, on the basis of reciprocity, the activities that take place in the territory of that State in favor of the diffusion of the language and cultural and artistic expressions of the other State, in accordance with the Code of Activities listed as Annex I to this Agreement.

Article II

Exchange of Information

The Parties shall establish an Information Exchange procedure regarding the matters that are object of this Agreement.

Article III

Extent and Diffusion

Each of the Parties shall endeavour to make the cultural cooperation established from the present Agreement extend to all regions of the territory of that State and to the greatest possible number of its inhabitants. With that goal, it will give the widest spread to cultural cooperation programs that establish themselves by virtue of this Agreement.

Article IV

Joint Activities in Third States

The Parties will foster the organization and production of joint cultural activities for their promo in third states.

Article V

International Funding

The Parties undertake to seek sources of funding in international bodies and foundations with programs for the realization of common ventures.

Article VI

Books, Translations, Discography

1-Each Party will stimulate public and private institutions, especially their respective societies of writers and artists and the Chambers of the book, so that they send their publications in any format to the national libraries of the other state.

2-Favorecwill also, the translation and editing or co-editing of the main literary works of authors nationals of the other country.

3-The Parties will facilitate and co-production discographic of musical works in general, from authors originating in both States.

Article VII

Cooperation in Research and Training

Each Contracting Party will encourage the development of activities and the exchange in the fields of historical research and compilation of bibliographical and informative material, in the same way, will stimulate the exchange between the artistic training institutes of both states.

Article VIII

Co-operative Cooperation

Each of the Parties will promote the development of joint activities, related to the goal of the present Agreement, between its own public or private entities of cultural diffusion, and the analogous institutions of the other Party.

Article IX


Each Party will favor making films under the co-production and co-distribution regime.

Article X

Material Temporary Admission

Each Party shall facilitate, in accordance with its legal provisions and with the normatives of MERCOSUR, the admission to the territory of its State, in temporary character, of all material of a cultural nature which contributes to the effective development of activities understood in this Agreement.

Article XI


The Parties recommend the use of the computerized Common Database-confected within the framework of the Latin American and Caribbean Cultural Information System (SICLAC), of the Forum of Ministers and Latin American Culture Authorities-to disseminate calendar of diverse cultural activities (festivals, contests, awards, scholarships) and human resource relations, as well as the description of the infrastructure available in both states.

Article XII

Cultural Executive Board

1-For the implementation of this Agreement, the Parties create the Cultural Executive Board, which will be presided over by the General Directors of Cultural Affairs of both Chancelleries.

2-Tal Commission will aim to:

a) establish executive programs, and

b) to evaluate, periodically, the said programmes.

3-A The Cultural Executive Board shall meet at any time on request, by diplomatic means, one of the Parties.

Article XIII


1-The budgetary resources necessary for the implementation of joint programmes provided for in the present Agreement will be examined at the meetings of the Cultural Executive Board of which it deals with the previous Article.

2-For other activities, budget resources will be defined in ad reunicions hoc programming convened by either Party.

Article XIV

Termination of the 1968 Agreement

The present Agreement leaves without effect the Cultural Exchange Agreement, signed on January 25, 1968, between the Federative Republic of Brazil and the Argentine Republic.

Article XV

Input in Vigor

This Agreement shall be subject to approval by the Congress and shall enter into force on the date on which the Parties exchange their respective instruments of ratification.

Article XVI

Duration and Denver

This Agreement will have indeterminate duration and may be denounced at any time by any one of the Parties, upon notification written by diplomatic via diplomatic, with an advance of 6 (six) months, to the termination of which it will cease.

Article XVII


The Parties may establish amendments to this Agreement by means of agreements that will enter into force in the terms of Article XV.

Done in Brasília, on November 10, 1997, in two original copies, in the Portuguese languages and Spanish, being both equally authentic texts.
