Promulga the Agreement between the Government of the Federative Republic of Brazil and the Government of the Republic of Bolivia for the Construction of a Bridge over the Acre River, in the Vicinity of the Cities of Brasilea and Cobija, signed in Brasilia, in April 28, 2003.
THE PRESIDENT OF THE REPUBLIC, in the use of the attribution conferring you the art. 84, inciso IV, of the Constitution, and
Considering that the Government of the Federative Republic of Brazil and the Government of the Republic of Bolivia concluded in Brasilia on April 28, 2003, an Agreement for the Construction of a Bridge on the Acre River in the Vicinity of the Cities of Brasilea and Cobija ;
Considering that the National Congress has approved this Agreement through Legislative Decree no 200 of May 7, 2004 ;
Consideration that the Agreement entered into force on June 24, 2004, pursuant to paragraph 1º of its Article V ;
DECRETA:
Art. 1º The Agreement between the Government of the Federative Republic of Brazil and the Government of the Republic of Bolivia for the Construction of a Bridge over the River Acre, in the Vicinity of the Cities of Brasilea and Cobija, signed in Brasília, on April 28, 2003, apse by copy to the present Decree, will be executed and fulfilled as entirely as it contains.
Art. 2º They are subject to the approval of the National Congress any acts that may result in revision of the said Agreement, as well as any further adjustments that, in the terms of the art. 49, inciso I, of the Constitution, carries charges or engraved commitments to the national heritage.
Art. 3º This Decree goes into effect on the date of its publication.

(henceforth named "Parties"),
Considering the purposes of boosting the development of physical infrastructure and cross-border integration in South America, expressed in the Brasilia Communication, from 1º September 2000 ;
Considering the importance and priority conferred on bridge construction that will interconnect Brazil to Bolivia between the cities of Brasilea and Cobija, in the Declaration of Assisi Brasil, December 20, 2002,
Wake up the following:
ARTICLE I
The Parties undertake to initiate, through their respective competent authorities, the actions concerning the construction, included the complementary and ancial infrastructure, of a bridge over the river Acre, situated in the vicinity of the cities of Brasilea, Brazil, and Cobija, in Bolivia.
ARTICLE II
For the purposes mentioned in Article I of this Agreement, the Parties create a Brazilian-Bolivian Mixed Commission, hereinafter referred to as the Joint Committee, integrated by four members in each delegation, with two representatives of the Ministry of Transport of Brazil and the Ministry of Public Services and Public Works of Bolivia, one from the Ministry of Foreign Affairs and one of the local governments, second designation that each Party will communicate to the other within sixty (60) days rather than the date of entry into force of this Agreement.
ARTICLE III
1. It will be within the competence of the Joint Committee:
(a) prepare the necessary documentation for the construction of the bridge and the realisation of its complementary works and accesses ;
b) accompany the construction until its completion and carry out two surveys, after six months and one year of inauguration.
2. The Mixed Commission will be empowered to request technical assistance and all information it considers necessary for the fulfillment of its functions.
ARTICLE IV
1. The costs for the construction of the bridge over the River Acre, its accesses and complementary works will be covered with financial resources from the State of Acre.
2. The costs regarding the dispossession necessary for the implantation of the works in each national territory will be the sole responsibility of local governments.
3. Each Party shall be responsible for the spending arising from its representation in the Joint Committee.
ARTICLE V
1. The Parties undertake to notify each other on the fulfilment of the respective internal legal formalities necessary for the implementation of this Agreement, which shall enter into force on the date of receipt of the second notification.
2. The Parties may, at any time, denounce the present Agreement, by diplomatic and in advance of one year.
Done in Brasília, on April 28, 2003, in two equally authentic copies, in the Portuguese and Spanish languages.
