I do know that the Federal Senate has approved, and I, Renan Calheiros, President, in the terms of art. 48, inciso XXVIII, of the Rules of Procedure, promulgated the following

R E S O L U UNK UNK No. 28, DE 2006

Authorizes the state of Bahia to hire external credit operation, with a guarantee from the Union, with the International Fund for Agriculture Development (FIDA), worth up to US$ 30,000,000.00 (thirty million U.S. dollars).

The Federal Senate resolves:

Art. 1º It is the state of Bahia authorized to hire external credit operation, with warranty of the Union, with the International Fund for the Development of Agriculture (Fida), worth up to US$ 30,000,000.00 (thirty million U.S. dollars).

Single Paragraph. The advent resources of the credit operation referred to in the caput are intended for the partial funding of the Rural Communities Development Project in the most Carrian Areas of the State of Bahia (Prodecar).

Art. 2º The credit operation referred to in art. 1º should be carried out under the following conditions:

I-dever: State of Bahia ;

II-creditor: International Fund for the Development of Agriculture (Fida) ;

III-guarantor: Federative Republic of Brazil ;

IV-value: up to US$ 30,000,000.00 (thirty million U.S. dollars), equivalent to SDR 20,800,000 (twenty million and eight hundred thousand special saque rights), with counterpart to the State in the same amount ;

V-deadline of disbursement: up to 60 (sixty) months, counted from the duration of the Contract ;

VI-deficiency: 3 (three) years, counted as of the date of approval of the loan by the board of the Fida ;

VII-amortization: 29 (twenty-nine) semestral, successive and equal plots, equivalent to SDR 693,334 (seishundred and ninety and three thousand, three hundred and thirty-four special saque rights), and 1 (one) final instalment of SDR 693,314 (six hundred and ninety and three thousand, three hundred and fourteen special saque rights), in the Payment coin of Loan Service, which is the U.S. dollar, being that the first instalment is due to be paid on November 15, 2009, and the latter on May 15, 2024 ;

VIII-interest: paid on the same dates as the depreciation and calculated on the debtor balance of the loan at a rate equivalent to the Fida Reference Interest Rate, established on an annual basis, having by reference the variable rate of July to December, made available by the International Bank for Reconstruction and Development (Bird) for loan in basket of currencies.

Single Paragraph. The payment dates of the principal and financial burden may be changed depending on the date of signing of the loan agreement.

Art. 3º It is the Union authorized to grant guarantee to the State of Bahia in the credit operation external referred to in this

The exercise of the authorization provided for in the caput is conditional upon the State of Bahia to enter into contract with the Union for the concession of contragaranties, in the form of binding of the own revenue of which it treats art. 155, of the revenue allocation quotas of which they treat the arts. 157 and 159, all of the Federal Constitution, and others in law admitted, and the Federal Government may apply for the transfers of resources required to cover the honoured commitments, directly from the centralizing accounts of the collection of the State or Federal Transfers.

Art. 4º This Resolution does not apply to the provisions of art. 15 of Resolution 43, 2001, of the Federal Senate.

Art. 5º The authorisation granted by this Resolution should be exercised within the maximum period of 540 (five hundred and forty) days, relied on from its publication.

Art. 6º This Resolution comes into force on the date of its publication.
