DECREE N ° 4,686, DE April 29, 2003.
Has over the National Tourism Board and gives other arrangements.
THE PRESIDENT OF THE REPUBLIC, in the use of the assignments conferring you the art. 84, incisos IV and VI, paragraph "a", of the Constitution, and in view of the provisions of the art. 27, inciso XXIII, of the Provisional Measure no 103, from 1st January 2003,
Art. 1 The National Tourism Board is collegiate body of superior advising, integral to the basic structure of the Ministry of Tourism, directly linked to the Minister of State, with the following assignments:
I-propose guidelines, offer grants and contribute to the formulation and implementation of the National Tourism Policy ;
II-advising the Minister of State for Tourism in the evaluation of the National Tourism Policy ;
III-to care for the effective implementation of legislation that regulates tourist activity in general ;
IV-issuing opinions and recommendations on issues of national tourism, when requested ;
V-propose actions objecting to democratization of tourism activities for the generation of employment and income and the reduction of regional inequalities ;
VI-propose actions aimed at the development of internal tourism and the increment of the flow of tourists from abroad to Brazil ;
VII-to ensure that the development of tourism activity in the Country does come under the aegis of environmental, social and cultural sustainability ;
VIII-propose standards that contribute to the appropriateness of tourism legislation to consumer protection and the legal order of tourism activity ;
IX-seek, in the exercise of its competencies, the improvement of the quality and productivity of the sector ; and
X-manifested on matters provided for in the current legislation, the subject of consultations directed by the Minister of State for Tourism.
Art. 2 ° The Council is composed of the following members and their respective supplier:
I-Minister of State for Tourism, who will chair him ;
II-a representative of each Ministry below:
a) of Culture ;
b) of Defense ;
c) of Agrarian Development ;
d) of Development, Industry and Foreign Trade ;
e) of the National Integration ;
f) of Justice ;
g) of the Environment ;
h) of Planning, Budget and Management ;
i) of Foreign Affairs ;
j) of Work and Employment ; and
l) of Transport ;
III-a representative of the Civil House of the Presidency of the Republic ;
IV-a representative of the Office of Government Communication and Strategic Management of the Presidency of the Republic ;
V-a representative of each entity below indicated:
a) EMBRATUR-Brazilian Institute of Tourism ;
b) Banco do Brasil S.A.;
c) Bank of Northeast Brazil S.A.;
d) National Bank for Economic Development and Social-BNDES ; and
e) Federal Economic Box ;
VI-the principal leader of each entity below:
a) Brazilian Associations:
1. of the Motor Locators-ABLA ;
2. of Travel Agences-ABAV ;
3. of Events Companies-ABEOC ;
4. of Hotels, Restaurants, Bares and Similar-ABRESI ;
5. of Hotel Industry-ABIH ;
6. of Tourism Operators-BRAZTOA/CHARGING ;
7. of Restaurants and Entertainment Enterprises-ABRASEL ;
8. of Rural Tourism-ABRATURR ;
9. of the Bachelor of Tourism-ABBTUR ; and

VII-three representatives, appointed by the President of the Republic, among Brazilians of notorious knowledge in the area of Tourism.
§ 1 The President of the Council may invite other entities of the private initiative to participate in the collegiate meeting.
§ 2 To the Office of Tourism Policies competes to exercise the function of the Board's Executive Officer, as laid down in Decree No. 4,653 of March 27, 2003.
Art. 3 The members of the Council to which they refer to the incisos II to VI of the art. 2 ° shall be designated by the Minister of State for Tourism, upon indication of the holders of the bodies and entities represented.
Art. 4 ° This Decree comes into force on the date of its publication.
Art. 5 ° Stay repealed the Decrees n ° 4,402, October 2, 2002, and 4,457, from 4 from November 2002.
