DECREE OF December 15, 2005.

Institutes the Goals of Development of Millennium Brazil.

THE PRESIDENT OF THE REPUBLIC, in the use of the attribution conferring you the art. 84, inciso VI, paragraph "a", of the Constitution,

DECRETA:

Art. 1º It is instituted the Millennium Development Goal Award of Brazil, to be awarded, from 2005 until 2015, by the Federal Government in partnership with the National Movement for Citizenship and Solidarity and with the United Nations Programme for the Development-PNUD.

Art. 2º The Millennial Development Goals Brazil Development Goals are for purpose:

I-encouraging, valuing and giving visibility to practices that contribute to commitments of the Millennium Development Goals-MDGs, such as:

(a) eradicate extreme poverty and hunger, achieve universal primary education ;

b) to promote gender equality and the autonomy of women ;

c) reduce mortality in childhood ;

d) improve maternal health ;

and) combat Acquired Immunodeficiency Syndrome, malaria and other diseases ;

f) ensure environmental sustainability ; and

g) establish global partnership for development ;

II-building a bench of reference practices for public society and managers, on milestone of public policies ; and

III-publicly acknowledge efforts in favor of the Development Goals of the Millennium-ODM.

Art. 3º The Millennium Development Goals Award Brazil will be awarded in three categories:

I-Municipal Governments: with a view to awarding practices, thus defined as policies, programs or projects of the prefectures, which contribute to the scope of the MDGs ;

II-Organizations: with a view to awarding practices of public or private organizations, with and non-profit, which collaborate for the scope of the MDGs ; and

III-Individual Highlights or Collectives: with views to promote public recognition of individual or collective efforts in favor of the MDGs.

Art. 4º In the grant of the Millennium Development Goals Award Brazil will be observed the following evaluation criteria:

I-contribution to the scope of the MDGs ;

II-character innovator ;

III-possibility of use as reference for other similar actions ;

IV-prospect of continuity or replicability ;

V-integration with other policies ;

VI-participation of the community ;

VII-existence of partnerships ; and

VIII-maintenance of quality in the services provided.

Art. 5º It is instituted, within the framework of the General Secretariat of the Presidency of the Republic, the Coordination-General of the Millennium Development Goals of the Millennium Development Goals, with the following assignments:

I-promote the official launch of the Award and other necessary measures up to solemnity final ;

II-coordinate the Selection Technical Committee and nominate its members ; and

III-indicate the members of the Jury of the Award and accompany their works.

§ 1st The Coordination-General of the Millennium Development Goals of Millennium Brazil will be consisting of representatives of the Federal Government, the National Movement for Citizenship and Solidarity and of the UNDP.

§ 2nd Caberá à Foundation National School of Public Administration-ENAP Support for activities of the Coordination-General of the Award.

Art. 6º The Chief Minister of State of the General Secretariat of the Presidency of the Republic shall lower the instructions necessary to comply with the provisions of this Decree, including as to the requirements and procedures necessary for the application of applications and the specific criteria for award in each category, within thirty days of the publication of this Decree.

Art. 7º For the implementation of this Decree, the expenses shall run on account of the budget allocation of the General Secretariat of the Presidency of the Republic.

Art. 8º This Decree shall enter into force on the date of its publication.
