The PRESIDENT of the REPUBLIC, in the use of the role that gives the art. 84, item VI, subparagraph a, of the Constitution, DECREES: Art. 1 the Social Security Regulation approved by Decree 3048 of 6 May 1999, goes into effect with the following article: "Art. 296-. Are established as decentralized units of the National Council of Welfare-CNPS, Welfare Councils-CPS, which will work together with the Executive Management-National Social Security Institute-INSS or, in the event of there being more than one Management in the same Municipality, the Regional Superintendencies.
§ 1-The PSC will be composed of ten advisors and their respective substitute members, distributed as follows: I-four representatives of the Federal Government; and II-six representatives of society, being: a) two of the employers;
b) two of the employees; and c) two of the pensioners.
(2) the Federal Government will be represented: (I) us CPS linked to by the Superintendent, Regional Superintendencies and by three more servers designated by the Superintendent, which shall be preferably booked in separate Managements of the same Municipality;
II-in the CPS linked to Management of State capitals where there is Supervision: a) by the Superintendent;
b) by Executive Manager;
(c)) for a server or Service Division of benefits and a server or Service Division of social security Revenue, both designated by the Superintendent;
III-in CPS linked to Management: a) by Executive Manager;
(b)) for a server or service Benefits Division, a division or service of social security Revenue and a Federal District Attorney's Specialized by the INSS or of the Comptroller, all appointed by the Executive Manager.
paragraph 3 shall be monthly and meetings open to the public, and, as appropriate, to the Regional Superintendent or Executive Manager to provide its organization and functioning.
§ 4 the representatives of workers, retirees and employers shall be indicated by their unions or associations representing and appointed by the Executive or Manager by the Superintendent.
§ 5 The CPS will have consultative and advisory character, the CNPS discipline procedures for its operation, its competencies, the selection criteria of the representatives of the society and the duration of their terms of Office, as well as provide by resolution the regiment of CPS.
§ 6 the functions of the directors of the CPS will not be paid and your exercise will be considered relevant public service.
§ 7 Social Security will not be responsible for any cost of offset or stay of representatives of society. " (NR)
Art. 2 this Decree shall enter into force on the date of its publication.
