Decree No. 7,642, of 13 of DECEMBER 2011 on the Science without borders Program.
The President of the REPUBLIC, in the use of the powers conferred. 84, subparagraphs IV and VI, paragraph a, of the Constitution, and in view of the provisions of law No. 9,394 of December 20, 1996, D and C R E T a: Art. first Is the Science without borders Program, aiming to provide the education and training of people with high qualification in universities, professional and technical education institutions, and foreign research centers of excellence, in addition to attracting to Brazil young talents and foreign researchers of high qualification, knowledge areas defined as priorities.
Sole paragraph. The actions undertaken under the programme Science without borders will be complementary to the activities of international cooperation and granting of scholarships abroad undertaken by the Coordenação de Aperfeiçoamento de Pessoal de Nível Superior-CAPES, Ministry of education, and by the Conselho Nacional de Desenvolvimento Científico e Tecnológico-CNPq, the Ministry of science, technology and innovation.
Art. 2 goals of the program Are Science without borders: I-promote, through the granting of scholarships, the formation of Brazilian students, giving them the opportunity of new educational and professional experiences focused on quality, entrepreneurship, competitiveness and innovation in priority areas and strategic for Brazil;
II-enlarge participation and international mobility of students of technical courses, undergraduate and graduate students, teachers, researchers, experts, technicians, technologists and engineers, technical personnel and scientific and research centers and technological innovation, the development of research projects, studies, training and capacity-building in institutions of excellence abroad;
III-create opportunity for cooperation between Brazilian and foreign research groups of universities, professional and technical education institutions and research centres recognized international standard;
IV-promoting technical and scientific cooperation between Brazilian researchers and researchers of recognized scientific leadership abroad through bilateral cooperation projects and programs for the country, on condition that researchers or visitors on a permanent basis;
V-to promote international cooperation in the area of science, technology and innovation;
VI-to contribute to the process of internationalization of higher education institutions and research centres in Brazil;
VII-to provide greater international visibility to the academic and scientific research held in Brazil;
VIII-to contribute to the increased competitiveness of Brazilian companies; and IX-stimulate and improve the applied research in the country, aiming at the scientific and technological development and innovation.
Art. 3 for the implementation of the programme Science without borders can be signed agreements, cooperation agreements, adjustments or other similar instruments, with organs and entities of the federal public administration, the States, the Federal District and the Municipalities, as well as with private entities.
Art. 4 Is created the monitoring and Advisory Committee of the Science Program in Borders, which will be composed of the following members: I-a representative of the Civil House of the Presidency of the Republic;
II-a representative of the Ministry of education;
III-a representative of the Ministry of science, technology and innovation;
IV-a representative of the Ministry of Foreign Affairs;
V-a representative of the Ministry of development, industry and foreign trade;
VI-a representative of the Ministry of finance;
VII-a representative of the Ministry of planning, budget and management; and VIII-four representatives of private entities that participate in the financing of the programme.
(1) members shall be appointed by holders of the organs and entities that represent and designated in Act all the Ministers of State for education and science, technology and innovation.
§ 2 may be invited to the meetings of the Monitoring Committee and Advising representatives of public and private agencies and entities, as well as experts, to issue opinions or provide subsidies for the performance of their duties.
(3) the Chairman of the Monitoring Committee and Advisory will fit, every twelve months, alternately, to the representatives of the Ministry of education and the Ministry of science, technology and innovation.
Art. 5 they are attributions of the monitoring and Advisory Committee of Science without borders Program: I-propose, the Ministers of State for education and science, technology and innovation, the additional acts necessary for the implementation of the programme;
II-to monitor and evaluate the development of the program;
III-to propose to the Ministers of State for education and science, technology and innovation: a) actions for the development of the programme;
b) targets and indicators of program performance; and c) priority areas of activity of the programme;
IV-express on the actions developed for the fulfilment of the goals of the program; and V-disclose, periodically, the results of the program.
Art. 6 Is created the Executive Committee of Science without borders Program, which will be composed of the following members: I-a representative of the Civil House of the Presidency of the Republic;
II-a representative of the Ministry of education;
III-a representative of the Ministry of science, technology and innovation;
IV-a representative of the Ministry of Foreign Affairs;
V-the President of CNPq; and I saw the President of CAPES.
(1) members shall be appointed by holders of the organs and entities that represent and designated in Act all the Ministers of State for education and science, technology and innovation.
(2) the functioning of the Executive Committee will be disciplined in Act all the Ministers of State for education and science, technology and innovation.
(3) the coordination of the Executive Committee will fit, every twelve months, alternately, to the representatives of the Ministry of science, technology and innovation and Ministry of education.
Art. 7 they are attributions of the Executive Committee of Science without borders Program: I-establish: a) the schedule of implementation of the programme;
b) selection criteria of scholars program beneficiaries;
c) selection criteria of institutions participating in the program; and (d)) the values of the scholarships and support for projects, as well as the periods to be applied in each case, in order to adapt the program to the conditions and requirements of institutions and countries of destination of scholars; and II-identify centres and leaders abroad of interest or strategic priority for Brazil, in areas and sectors selected for establishment of cooperation and training.
Art. 8 To meet the goals of Science without borders Program, CAPES and CNPq grant: I-scholarships in institutions of excellence abroad, as follows: a) graduation-sandwich;
b) professional and technical education;
c) PhD-sandwich;
d) doctorate full; and e) postdoc; and II-bags in the Country, as follows: a) for researchers overseas visitors; and (b)) for young talent.
§ 1 The sandwich undergraduate scholarships are addressed persons graduate students in the areas of priority knowledge, enrolled in higher education institutions in the country, considering, among other selection criteria, the best academic performance.
(2) The professional and technical education scholarships have as their target audience of teachers, researchers and students to better academic performance and superior technical courses offered by professional and technical training institutes participating in the Science without borders Program in priority areas of knowledge.
(3) The PhD scholarships-sandwich have addressed persons PhD students from the areas of priority knowledge, enrolled in teaching and research institutions in the country.
§ 4 The full PhD scholarships have as target audience candidates for full training abroad in the areas of knowledge, in institutions of excellence abroad.
§ 5 post-doctoral scholarships have as target audience candidates holding the title of doctor obtained in graduate courses in Brazil or recognized by participating institutions of Science without borders Program, interested in courses in the areas of knowledge a priority.
paragraph 6 scholarships for researchers visiting foreigners are intended to attract international leaders, foreign or Brazilian, with expressive practice abroad, in the priority areas of knowledge.
§ 7 The scholarships for young talents aim to attract young talented scientists, foreign or Brazilian, with outstanding scientific or technological production in priority areas of knowledge.

§ 8 Heard the Executive Committee of Science without borders Program, CAPES and CNPq may create other forms of scholarships in order to meet the objectives of the program.
§ 9 the procedures provided for in the caput may be adapted in accordance with the peculiarities and needs of the production sectors and services, heard the Executive Committee of Science without borders Program.
Art. 9 CAPES and CNPq will promote public calls, jointly, to divulge the process of granting of the scholarships referred to in art. 8 and will promote the selection of beneficiaries, taking into account the merits of the candidates and of the projects, the specifics of each executing entity.
Sole paragraph. The public calls have national disclosure or, when appropriate, international.
Art. 10. It is the responsibility of the Ministry of science, technology and innovation: I-provide funding for scholarships and research funding, to assist the implementation of Science without borders Programme by CNPq, which may go over the resources development institutions or international organizations and academic exchanges;
II-to promote and encourage the participation of national institutes of science and technology in the program; and III-partnering and agreements with international institutions.
Art. 11. It is the responsibility of the Ministry of education: I-provide funding for scholarships and research funding, to assist the implementation of Science without borders Programme by CAPES, which can go over the resources development institutions or international organizations and academic exchanges;
II-to promote and encourage the participation of universities, technological institutes and postgraduate courses in the program;
III-to promote the teaching and learning of foreign languages; and IV-establish partnerships and agreements with international institutions.
Art. 12. the institution whose candidates are covered by shares of Science without borders Program the recognition of credits or training activities obtained abroad, according to the plan previously approved activities.
Art. 13. Ministers of State for education and science, technology and innovation edited Act set, upon proposal by the monitoring and Advisory Committee, featuring about: I-priority areas of activity of the programme;
II-Brazilian and foreign institutions participating in the program;
III-benefits earned in each of the modalities for the scholarships of the programme;
IV-goals and indicators of program performance; and V-other rules for the implementation of the programme.
Art. 14. the programme Science without borders is funded by: I-budget appropriations allocated annually to the Union bodies and entities involved in the program, drive limits, of commitment and of fixed payment annually; and (II)-other sources of funding from public and private entities.
Art. 15. This Decree shall enter into force on the date of your publication.
