DECREE of 26 APRIL 2005 Creates the Interministerial Working Group for the purpose of drawing up draft Bill to regulate the arts. 221 and 222 of the Constitution and the Organization and operation of electronic media services, and other matters.
The PRESIDENT of the REPUBLIC, in the use of the role that gives the art. 84, item VI, subparagraph a, of the Constitution, DECREES: Art. 1st Is created the Interministerial Working Group for the purpose of drawing up draft Bill to regulate the arts. 221 and 222 of the Constitution and the Organization and operation of electronic media services.
Art. 2 the Working Group shall be composed of: (I) two representatives of the Civil House of the Presidency of the Republic, one of the Cabinet Subcommittee for analysis and monitoring of government policies and a Cabinet Subcommittee for Legal Affairs;
II-a representative from each agency below: a) Ministry of culture;
b) Ministry of communications;
c) Ministry of finance;
d) Ministry of Justice;
e) Ministry of development, industry and foreign trade;
f) Ministry of education;
g) Ministry of Foreign Affairs;
h) Secretariat Government communications and strategic management of the Presidency of the Republic;
I) Solicitor-General's Office.
§ 1 the Civil House of the Presidency of the Republic indicates, between their representatives, the Coordinator of the Working Group may invite representatives of other bodies, public bodies or civil society organisations, to participate in the meetings and discussions held by the group.
(2) the members of the Working Group and their alternates shall be appointed by holders of the bodies represented and appointed by the Minister of State Chief of staff of the Presidency of the Republic.
§ 3 the Ministry of communications shall provide the technical and administrative support to the working group.
§ 4 the Working Group will have the support of an Advisory Committee, composed of representatives of civil society, by experts and by entities related to audiovisual production and with the electronic media services, which will fit offer that the contributions that collegiate judge necessary for drawing up the draft Bill contemplated in art. 1.
§ 5 the members of the Advisory Committee shall be appointed by the Minister of State Chief of staff, on a proposal from the working group.
Art. 3 the Working Group should submit to the Chambers of Cultural Policy and infrastructure policy of the Government Council report and proposal of the draft Bill contemplated in art. First, within 180 days from the publication of the Decree of appointment of its members, which may be extended for another 90 days.
Art. 4 the participation in the Working Group will be considered provision of relevant services, unpaid.
Art. 5 this Decree shall enter into force on the date of its publication.
