LAW NO 3314 LAW OF DECEMBER 16, 2005

EDUARDO RODRIGUEZ VELTZE CONSTITUTIONAL PRESIDENT OF THE REPUBLIC

For the Honorable National Congress has sanctioned the following Law: THE HONORABLE CONGRESS NATIONAL, D E C R E T A: ARTICLE 1. this Law aims to promote, recognize and facilitate Voluntary Action as an expression of solidarity and service participation of citizens, social responsibility and the regulation of relations between volunteers. social and organizations where they develop their activities. ARTICLE 2. (Principles)Voluntary Action is governed by the principles of:

Solidarity. With the person and social groups, jointly seeking the active integration of all, to the processes of development.

Freedom. As a fundamental principle of choice of a personal choice, both of the voluntary persons and of the recipients of the action. That their realization is the result of a decision of their own and freely adopted.

Gratuity. In the provision of voluntary service in a disinterested manner and without economic consideration, or of any other kind, without prejudice to the incentives which may be legally established and which may be compensation for the expenses incurred by the performance of the activity.

Respect. Volunteering respects the rights, dignity and culture of the communities in which it acts; as well as cultural heritage, renewable/non-renewable natural resources and all cultural diversity.

Autonomy. The autonomy and independence of the Voluntary Action entities with respect to the public authorities. ARTICLE 3. (Concepts). Volunteer. All natural persons who carry out a voluntary service free, free and responsible on an individual basis or within the framework of an organisation which carries out a commitment to action in favour of the undertaking are considered to be a social volunteer. society and the person. ARTICLE 5. (Rights of the Volunteers). Volunteers have the following rights:

ARTICLE 8. (From the Requirements of the Incorporation of Volunteers).

Any organization, must be in writing prior to the start of the volunteer's activities, an agreement between the organization and the volunteer, which will contain the following requirements:

ARTICLE 9. (from the National Council of Volunteering-CONAVOL).

The National Volunteer Council (CONAVOL) is created, in order to:

Volunteering International Organizations.

A representative of the Vice-Ministry of Youth, Childhood and Third Age.

ARTICLE 12. (From Recognition and Promotion to Voluntary Labor). It is established: December 5 of each year as National Volunteering Day, with the aim of:

Promote the philosophy, values and principles of voluntary service within educational institutions and motivate more participation of adolescents and young people in the different volunteer programs that are executed to date.

ARTICLE 13. The Executive Branch shall regulate this Law for its development and execution, within sixty days after its publication. ARTICLE 14. legal provisions contrary to this Law are hereby repealed. SINGLE TRANSITIONAL ARRANGEMENT. Voluntary organisations for the entry into force of this Law shall comply with the provisions of this Law within one year of their publication.
