RAILWAYS, NAVIGATION AND COLONIZATION.†"The" Sud-American Society of Exploration, Promotion and Colonization "is awarded the right to build the" Bolivian Central Railway ", to navigate several rA-s and colonize territories.



FOR HOW much, the national congress has sanctioned the following law:



ArtA-ass 1.A ° Is Granted To " Society South-American for exploration, Development and Colonization "the right to:

(a) Build at their expense, conserve and explore a railway line that will be referred to as" Bolivian Central Railway ", with two starting points: in the East, from a The port fixed on the mA right of the RA-or Paraguay, in the territory of the nation, to the city of La Paz, passing through Santa-Cruz, Cochabamba and Oruro, with branch to the ones of Sucre and PotosA-; and in the West, from the border of Tacna to the cities of La Paz, Oruro and Cochabamba.

(b) Navigate in its own vapours the tributaries of the Wood, Mamoré, Beni and Paraguay, which are more likely to be the projected line.

(c) Colonize under the laws the territories that will be awarded to the property, according to the article 12 of the present concession.

(d) To explain in those territories according to the laws the coal of stone, petroleo and other inorgA substances and minerals, wood of construction, dye and ebanisterA-a, to exploit the rubber of these territories, to establish in them iron smelters and other minerals, to cultivate in the same the appropriate fields, and to root all kinds of industries appropriate to the needs of the colonies.

ArtA-culo 2.A ° The "Bolivian Central Railway" will be Four and a half-piers on the main A³-line trunk, which may be that of the subaltern branches Forty-inch English.

It is understood that this concurrency of works will have to take place whenever the sovereign of Tacna, Puno and Tarapacá timely grants a concession on its territory to the Bolivian border. ArtA-ass 7.A ° Within six months, after signing this contract, the initial studies of the railway in the eastern and western sections, which must end in ten and eight months, will be given.

ArtA-ass 8.At ° The construction of this railway will be made according to the North American system as to the rolling stock; and with materials and arms of the paA-s as soon as possible, bringing it out of only that which cannot be obtain in Bolivia.

ArtA-ass 9.A ° The state recognizes that the work is of public utility for the purposes of expropriation that requires its implantation.

Article 12. Article 13. If in the area of the railway there were particular properties formed according to the laws, which would prevent the award of land that the previous article has, the company will accept, in return of the corresponding extension, the tax land outside that area and in the most prosperous regions of the eastern section.

Article 14. The "tillage", all kinds of machinery, scientific instruments, railway and animal materials, will be free of rights in their import, during the period of ten years from the date of the concession.

Article 15. To colonize the land that is awarded to the company, according to the previous articles, the company is obliged to establish and establish in them, in the term of ten years, five thousand families of immigrants of the highest quality in their jénero, who will be brought from the United States of North-America, Germany, Denmark, Holland France, Switzerland, Béljica, and northern provinces of Spain.

Article 16. Each family will be composed of three more people, and the immigrants will grow, within the first two years of established, the eighth part when we give the lots that are awarded to them. Three young people will be considered to be a family.

ArtA-ass 17. Transport and passenger fares will be fixed by the company, according to the executive branch; and civilian and military employees will enjoy the 25 percent reduction when they travel in state service. The mail boxes will be transported free of charge by the company.

ArtA-cull 18. In accordance with article 2.A of the Constitution, there will be tolerance of cults in the colonA-as with time of the present contract is established, and may be governed by special laws and regulations.

Article 19.
