FIRST-NEED ITEMS. †"Determines the obligation of traders to set price lists, and penalties for those who speculate, raising prices or removing merchandise from sale.

CONSTITUTIONAL PRESIDENT LA REPAsBLICA

For how much, the National Congress, has sanctioned the following law:

THE NATIONAL CONGRESS,

DECCRETA:

Article 1A ° †"The traders, wholesale and retail, who negotiate with Articles of primary necessity, falling within the same heading as in Article 6A of this law, must submit to the Police-to Municipal, weekly, the lists of sales prices, the same ones that, approved by said office, will be fixed in the main door of each business, in visible character and within the reach of the public.

ArtA-ass 2A ° †"The Polica-to Municipal will send daily to the press the lists of authorized prices, for the sale of the items of first necessity.

ArtA-arse 3A ° â€"The merchants that raise the prices on which they have been fixed in the lists referred to in Article 1A (1), shall be penados with a fine of ten to a thousand Bolivians to more than to be obliged to reimburse the buyer the duplo of the sum unduly charged.

ArtA-cuio 4A ° †"The traders who withdraw from the sale part or the total of their stock of First necessity articles, contributing to cause scarcity in the market, would be penalized with the fine of one hundred to five thousand

Bolivianos, according to the cuantA-a de la occultacionn; Segúnín circumstances, could be applied in this case the expropriation for public utility, refunding the merchant the cost of its merchandise, with the normal utility on the Expropriated article. It is considered as normal utility the average of the one obtained in the course of the previous semester, on the sale of the expropriated article.

ArtA-arse 5A ° †"The Executive Branch and the Municipalities will be able to make imports direct from the items of first necessity, establishing warehouses for the distribution of them at cost price, or valid for such distribution of the houses of commerce, by means of a medical commission.

Article 6A ° †"The first-need items on which the above provisions will apply, are sugar, flour, meat, rice, potatoes, salt, fish, tA©, wheat, maA-z, kerosene, gasoline, all, medicines, Lighting fuels and articles and those it creates necessary to include in this specification the Executive.
