COMMUNICATION VIAS. Authorizations to the Executive to procure its construction: garantA-what you can grant.

THE EXTRAORDINARY NATIONAL ASSEMBLY

DECCRETA:

Art. 1.A ° For the purposes of article 1.A of 1a lei of October 20, 1871, the Executive Branch is authorized:

1. ° To guarantee with the lowest possible interest, not passing from eight percent, the capital invested by the companies, according to the budget accepted by the Government.

2. ° To temporarily award, or in perpetuity, the land of the State or municipal that is absolutely necessary for the construction of the road and its dependencies, legal expropriation for public utility.

3. ° As a procedure After all concession, the Government will send to practice, through two State Ingenieros, when we give, the study of the projected path, in order to know the possibility of its realization and the cost of the work.
