FOR HOW much, The H. National Congress has sanctioned the following law:
THE NATIONAL CONGRESS,
DECRETA:
GENERAL DIRECTION OF QUALITY
CHAPTER I. †" OF YOUR COMPOSITION AND ATTRIBUTIONS:
ArtA-ass 1A °.â€" Crate the General Direction of Viality, with seat at the headquarters of the Government, as a dependency of the Ministry of Public Works.
ArtA-ass 2A °.â€" It will work with the autonomy-to which it agrees this law in all aspects related to studies, construction, conservation of roads Public and road traffic.
ArtA-ass 3A °.†" The General Direction of Viality will be managed by a Directory chaired by the Minister of Public Works and composed in the following way: the Director Engineer General of Viality, to be the Vice-President, a Representative of the Ministry of Finance; a Representative of the Ministry of Defense; a Representative of the Central Bank of Bolivia; a Representative of the Society of Engineers of Bolivia; a Representative of the Rural Societies of the Republic of Bolivia; and a Representative of the The Comptroller-General of the Republic; the Secretary of the Board of Directors of the Ministry of Public Works.
ArtA-arse 4A °.†" Members of this Board who are not public employees, will last in their functions two years, and can be reelected.
ArtA-ass 5A °. †" The Directory will have the following attributions:
a) propose terms to the Executive Branch for the election of the staff of the General Direction of Viality.
b) Manage the Fund of Viality, the goods and facilities belonging to the institution in the conditions and with the responsibility that the law determines. The Director-General of Road shall be his legal representative and may, as a plaintiff or defendant, appear in court or in court to conclude judicial or extrajudicial arrangements, which may confer powers for judicial and administrative proceedings which are required, within the faculty, to agree to the laws, upon authorization of the Directory.
c) Centralize all funds destined for Viality and its dependencies.
d) Organize your accounting; carry the general inventory of all the values and goods belonging to the Viality; all with Comptroller-General.
e) To study the road needs of the country and to formulate the project of the general network of roads of the Republic and respective budgets, and submit them to the Government for legal purposes.
f) Authorize studies of quality, call for proposals and conclude contracts for the acquisition of materials or the execution of works for public bidding; conclude agreements on the sale or location of goods; carry out works or works by administrative, by contract administration or by tender.
Calls for proposals will be made mainly in the sites or departments where the projected public works are to be performed.
g) Organize the various administrative repartitions and regulate their privileges and operation.
h) Reglamenting the traffic on the roads. The Offices of the Republic of the Republic, pass on to the dependency of the General Direction of Viality, starting from 1943.
i) Elevate an annual memory.
j) Organize the Departmental, Provincial and Regional Boards of Viality and submit to the approval of the Executive Branch the regulation of their activities and attributions,

ll) Confect and propose annually the general budget of the income tax for quality and the expenses to be carried out in the same service, which will raise the Executive Branch to You have the appropriate legal limit.

ArtA-ass 6A °.†"Existing road bodies, authorized by Law, will be unwrapped in the future under the direction and control of the General Direction of Viality.
ArtA-arse 7A °.â€" The General Direction of This will be directed by an engineer with a national title and which will be called the Director General, who will be appointed by the Executive Branch.
CHAPTER II.†" NATIONAL ROAD FUND
8A °.†" The cumulative fund of Viality is created for study, layout, construction, reconstruction and conservation of roads.
ArtA-ass 9A °.†" The National Road Fund will be formed with the following resources:
1) Tax of 30 cents per kilo gross on lubricating oils they have the viscosity and other characteristics of those intended for vehicles and engines in general own of the tariff headings 222, 223 and 225, whatever their destination.
2) All taxes and customs duties on the import of motor vehicles and their accessories.
3) The allocation of a twelve percent of the total national budget, in each management without prejudice to the resources created by this law.
4) The amount of ten percent on the plus value, in the properties benefited by the new road roads, located in the area of influence of these roads, to the lateral distance of fifteen kilometers, imposed that will be charged for ten years. The Executive Branch will regulate the collection of this new tax.
5) The proceeds of the sale or location of the excess fractions of expropriated properties for roads and annexe works.

b) Annual QUOTA OF TWO THOUSAND BOLIVIANS (Bs. 2.000.â€).
ArtA-arse 10At ° .†" All the resources of the Central Bank of Bolivia will previously be deposited in special account in the Central Bank of Bolivia to the order and provision of the General Direction of Viality, according to its approved annual budget.
Article 11A ° .†" The Treasury-to-National will deposit monthly in the Central Bank of Bolivia, the duoth corresponding to the percentage fixed by the article 9A, paragraph 4A, in the Account of the General Direction of Viality. The Directorates-General of Customs and Internal Revenue, will take a special account called "National Tax of Viality" and will deposit monthly in order of its collection in the Central Bank of Bolivia to the order of the Directorate General of Viality, the sums collected from the funds created in the article 9A, likewise the Departmental treasures shall be the order and account of the General Direction of the Viality the departmental funds that are collected according to the paragraph 11 of the article 9A.
Article 12A ° .†" The balances existing in the National Budget of road departures on the date of promulgation of this Law shall be transferred to the order of the General Direction of Viality and applied in the works to which have been destined by previous laws.
ArtA-ass 13A ° .†"The Executive Branch is authorized to issue on a proposal of the General Direction of Viality," Bonds of Viality ", destined for the construction of roads, which will be served with the resources created by this Law. These bonds will be issued in the form of the public debt and will not be placed at a lower rate of ninety percent or an interest rate of more than six percent year-on-year, with the Central Bank of Bolivia being established as a trustee.
ArtA-arse 14A ° .†"The Central Bank of Bolivia in its capacity as Trustee of the" Bonds of Viality ", according to the General Direction of Viality, will be able to allocate of the surplus resources, once the ordinary services are covered Annual of the Bonds of Viality, to extraordinary redemptions.

CHAPTER III.â€" PLAN OF WORKS
ArtA-ass 16A ° †" The road plan of the Republic shall be made up by the General Direction of Viality, according to the opinion of its respective sections and to the needs of the paA-s, at the beginning of each economic year, and its execution is
subject to the appropriate technical, administrative and accounting regulations.
ArtA-ass 17A ° .†" For the approval of any contract related to roads dependent on the General Directorate of Viality, whose amount is not greater than FIVE HUNDRED THOUSAND BOLIVIANS (Bs. 500,000.†') , the Directory's compliance with the Director General's report will suffice, but if these works are higher in their cost than that amount, approval will be required in the Council of Ministers, prior written report of the General Directorate.
CHAPTER IV.†"ACCOUNTING AND WAREHOUSES
ArtA-ass 18A ° .â€" Accounting and Stores will be organized according to the needs of the road and the financial exercises of the General Direction of Viality shall be closed on 31 December of each year. The Directory will bring to the Executive Branch, within the first trimester the memory corresponding to the finished exercise, together with the full and detailed performance of the accounts for their knowledge and approval by the Comptroller-General The Republic, which will examine the Balance before being published and elevated to the Executive Branch.
The Comptroller-General of the National Agency, will intervene in the approval of expenditure and investments of funds authorized by the General Directorate of Viality according to Law.
CHAPTER V. †" EXPROPRIATION AND ACQUISITION OF GROUNDS
ArtA-cull 19A ° .†" They declare themselves of necessity and utility and subject to expropriation, the necessary grounds for the opening and modification of roads. Likewise the required fields for the extraction of construction materials of any nature, quarries, creations of nurseries, postas or stations of service.
ArtA-culo 20A ° .†" It is private of the General Directorate of Viality to determine acquisitions of land or expropriations necessary for the works of road, projecting in each case the way to do it with indication of prices and conditions for their knowledge and approval by the Executive.
ArtA-ass 21A ° .†" For indemnities will be considered n Only the land that is found and cultivated and which will suffer damages; otherwise the General Direction of Viality will determine the occupation of strictly necessary extensions and according to the owners.
CHAPTER VI.†"GENERAL PROVISIONS
ArtA-ass 22At ° .â€" In the three months of the publication of this Law, the General Direction of Viality will present to the Executive the draft regulations in the order Technical and administrative.
ArtA-ass 23A ° .†" All machinery and equipment for the construction and conservation of roads, bridges and other necessary works of art that acquire abroad the General Direction of Viality, will be imported free of all lien.
ArtA-ass 24At ° .†" Any tax entity and any particular entity that has any intervention in road works will depend on the General Direction of Viality.
The Society of Yungas Owners will be dedicated to the promotion Agriculture and health in that area, with the resources assigned to it by the b) of Article 12 of the Law of April 17, 1941, and with which it collects for the voluntary contribution of a Bolivian by a coca leaf.
ArtA-culo 25A ° .†" The Ministry of Finance will provide the General Directorate of Viality the amount of foreign currency that it needs, for the acquisition referred to in Article 23.
ArtA-ass 26A ° .†" The General Direction of Viality will take the measures of the case so that in the construction of roads and related works, as in the repair and preservation of the same, are used, at least ninety percent of Bolivian personnel, subject to the provisions of the Code of Labor.
Article 27A ° .†" Laws and decrees that contain provisions contrary to this law are hereby repealed.
ArtA-ass 28At ° .†" The Executive Branch, will regulate this law.
